Request for Information
The United States Army Combat Capability Development Command (CCDC)- Ground Vehicle Systems Center (GVSC)
DESCRIPTION OF INTENT:
This is a Request for Information (RFI). No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI and any follow-on information requests. Data submitted in response to this RFI will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.
Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it shall be synopsized on the BetaSAM website:
https://beta.sam.gov/. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The information provided in this RFI is subject to change and is not binding on the Government.

OBJECTIVE:
The purpose of this RFI questionnaire is to provide information to CCDC-GVSC on the availability of Data Acquisition and Control System Upgrade equipment for four test cells, including installation/design and operation and maintenance training. The minimum specifications are outlined below. Please note that the specifications are not all inclusive, and it’s the government’s intent to purchase a fully functional system. It’s up to the contractor’s system integrator to make it fully functional with any additional hardware/ software required.

SPECIFICATIONS
Objective The US Army CCDC Ground Vehicle Systems Center (GVSC) objective is to procure one of the subject control, and data interface and networks. This will be contractor installed in identified test cells at the GVSC facility Final acceptance will be made by the Government after the system is tested by the contractor and Government with Government provided test articles to be determined at design review. This shall also include operation and maintenance training for GVSC personnel.
All proposed systems must be commercially established. This means that the data acquisition and control system software must be fully developed and tested prior to being proposed (Commercial Off-The-Shelf).
Facility Details Facility Electrical. The contractor is responsible for providing all disconnects, circuit protection, wiring, conduit, transformers, reactors, etc. required for the installation of their equipment to the provided service. All systems should be designed for installation in spaces requiring Class I, Division II devices and wiring below 18 inches above finished floor level per the National Electric Code (NEC).
The contractor personnel shall possess all required and valid certifications or licenses for rigging, crane operation and fork-trucks from a nationally recognized OSHA approved vendor throughout the entire time on site.
A site visit will be required prior to award. During the site visit, the contractor may inspect to facility and perform nondestructive system level testing required to operate the proposed system within the proposed specifications.

REQUIRED INFORMATION:
What is your company going to use for enclosures to meet the NEMA3R rating?
How is your company going to abide by the Class I Division II rating for installed equipment?
How is your company going to meet the time and event driven profiles requirement?
What is your company going to use to perform automated test scripting?
How is your company going to integrate existing dynamometer controllers allowing for external communication from the automation software? The existing system utilizes serial communication to accept external set points, it is currently unknown if the system reports back via serial communication of current set points.
How will your company’s system accommodate channel scaling, calibration, and exporting of these files?
How will your company’s system support a portable control console for channel scaling/ setup?
How will your company’s system support user customizable displays?
What type of data collection equipment does your company propose to utilize and what is the rationale for selecting equipment outside of what the government is requesting?
How will your company propose to utilize some of the existing hardware/ interconnect panels within the GVPM test cells, or retrofit them to incorporate existing equipment?
How will the system allow for customizable alarms/ limits, referenced limits and high/low warnings and or shut down parameters?
How will the system control other process equipment (i.e. cooling valves, heaters controllers, or other auxiliary equipment)?
What type of real time platform will be utilized?
What type of controller area network (CAN) hardware would be proposed to meet the requirements listed?
What will your company propose to make their system compatible with TDMS data files?
What will your company propose for a main controller (PC/Server)?
What does your company propose to utilize for cable management within the control cubicle as well as in the junction boxes proposed?
How much existing equipment does your company anticipate will have to be moved/ relocated in order to accommodate their system installation?
What type of training does your company propose to present to government users?
Has your company your company installed a system similar to this for other customers?
If so are there any modifications they have performed that would make this system more useful?
RESPONSES:
In addition to the questions above, each initial response to this RFI is requested to include:
1. A brief company description (no more than ½ page) summarizing the organization’s history and pertinent defense industry experience, CAGE code, business size, GSA Schedule number (if applicable), and contact information.
2. An executive summary (no more than two pages) of the information submitted in response to this RFI. Explain your company’s ability to provide the required services and hardware.
3. Point(s) of Contact (POC) with associated contact information.
4. Please answer yes or no if your company is able to provide ALL the items listed in the above objective. If no, which item can your company provide?
5. Please provide a delivery schedule for the full quantity.

RESPONSE FORMAT:
Only electronic responses are requested. Please provide e-mail responses in PDF format to the Government POC(s) listed below. If you submit multiple e-mail messages, please make sure the subject lines include, for example, “message 1 of 3, 2 of 3, 3 of 3,” as well as [Organization Name]. All interested entities (e.g. companies, non-profit organizations, and academic institutes), regardless of size, are encouraged to respond to this request for information. All material submitted in response to this RFI must be unclassified and properly marked.
GENERAL INFORMATION:
The Government appreciates the time and effort taken to respond to this RFI. The Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as “Confidential” under this statute. [To avoid possible confusion with the meaning of the term “Confidential” in the context of “Classified Information,” we will use the term “PROPRIETARY.”] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following:
1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) “PROPRIETARY” with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected.
2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (excessive breadth in marking inappropriate data as “PROPRIETARY” may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting, or any other appropriate means to indicate those portions of a single page which are protected.
3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain.
Data already in the possession of the Government will be protected in accordance with the Government's rights in the data.
4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the “PROPRIETARY” legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate, when only portions of an electronic file are proprietary, use the restrictive legends ‘PROPRIETARY PORTION BEGINS:” and
“PROPRIETARY PORTION ENDS.”
5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text.
6. The Government sometimes uses support contractors in evaluating responses.
Consequently, responses that contain proprietary information may receive only limited or no consideration since the respondent’s marking of data as “PROPRIETARY” will preclude disclosure of same outside the Government and, therefore, will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available.
