SOURCES SOUGHT MARKET SURVEY
Systems Technical Support (STS) for Family of Heavy Tactical Vehicles (FHTV)
1. Market Survey Request. This is a SOURCES SOUGHT MARKET SURVEY (hereafter referred to as market survey) to request information for United States Government (USG) planning purposes only. Responses will assist the USG in planning its acquisition strategy for a potential future acquisition. The USG is not committed to issue a solicitation or award a contract as a result of this announcement. Since this is a market survey and not a solicitation for receipt of proposals or quotations, the USG does not encourage questions concerning this market research.
2. Clarification of this Action. This request is an inquiry intended to measure the level of industry interest in competing for a potential USG contract. Responses to this survey may affirm the USG’s decision to issue the subject contract for full and open competition. This is not a pre-solicitation notice or a Request for Proposal (RFP). A contract will not be awarded from this announcement. Information provided regarding the potential contract as presented in this market survey is subject to change. Additionally, as a market survey, this inquiry does not bind the USG to solicit for or award a competitive contract. Participation in the market survey is wholly voluntary on the part of the contractor as no reimbursements will be made to any contractor for costs associated with its participation in this market survey. Data submitted to the USG will not be returned, but will remain archived as part of the market survey’s historic records. Lastly, participation in this market survey, while important to Army acquisition planners, is neither mandatory nor is it requisite to future participation by the contractor in this or a similar acquisition.
3. Questionnaire. Contractors who deem themselves qualified and who would be interested in competing for such a contract, please take the time to respond to the questionnaire below. Request that all responses be returned by 1:00 PM (Eastern Standard Time) 17 October 2019.

These services will include engineering design and integration, obsolescence management, technical manual updates, spare parts provisioning, packaging development, and related efforts. This notice seeks to identify firms staffed and capable of executing support efforts described above for currently fielded heavy tactical vehicle platforms as follows:
i. The Heavy Expanded Mobility Tactical Truck (HEMTT): is a series of 10-ton, 8-wheel drive trucks designed for cross-country military missions to deliver all classes of supplies to combat and combat support units. The seven variants include: M977 light cargo, M985 heavy cargo, M978 tanker, M983 tractor, M983 Light Equipment Transporter (LET), M984 wrecker, and M1120 Load Handling System.
ii. The Palletized Load System (PLS) is a 16.5 ton, 10-wheel-drive truck designed for cross-country movement of combat-configured loads of ammunition and other classes of supply. The PLS includes the M1074/75A1 truck and its supporting equipment..
iii. The Heavy Equipment Transporter (HET) M1070A1 is an 8X8 prime mover with 4 axles that is used to transport, recover, and evacuate a 70-ton combat loaded M1 series main battle tank when used with its companion trailer. The tank can be transported on road up to 45 mph and cross-country up to 15mph. The Gross Vehicle Weight (GVW) is 94,106 lbs.
iv. The M1300 Tractor is a weight reduction and redistribution upgrade to the currently fielded M1070A1 Tractor to meet European Union (EU) highway transportation requirements. The EU’s axle load limit is 10,000 kg (22,046 lbs.) per tractor axle. The modifications reduce the GVW of the M1300 Tractor to 78,120 lbs which meets the EU axle load limit.
