SOURCES SOUGHT NOTICE

TESTER, CONSTRUCTION, MATERIALS, MOISTURE & DENSITY (TCMMD)

Description:

This is a Sources Sought notice and request for information only. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of vendors who can support the requirement. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the

Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.

The Army Contracting Command Detroit Arsenal, MI has a requirement to recalibrate and/or repair Troxler Model 3440 Plus Surface Moisture-Density Gauges located within the Continental US (CONUS). This requirement contemplates a potential Firm Fixed Price seven year contract (five base years and two option years). The Government does not own the Full Technical Data Package for the TCMMD.

Performance of the work requires personnel with the certifications, technical skills, in-depth knowledge and training, special tools and equipment to provide support for recalibration and/or repair that includes inspections, maintenance, and additional work required to ensure the assets are Fully Mission Capable (FMC). This consists of a Core Work Effort and Additional Services that include and not limited to: Scheduled Calibration, Mandatory Replacement Parts (MRP) and Parts Support, Labor, Emergency Assistance, Disposal, and Transportation. FMC is defined as TCMMD and all components, Basic Issue Items, subassemblies, and systems are fully functional and meet all performance requirements for which they were originally designed, configured and delivered to the Army. The contractor shall perform all required work and redeliver the TCMMDs to designated units within 45 business days or not later than a mutually agreed upon Return Delivery Date. The contractor shall be registered to use Wide Area Work Flow for payment requests and report creation. Documentation of all work done must be provided to the Army.

During transportation from the owning unit and while the TCMMDs are physically located at the contractor repair facility, the TCMMDs shall be covered by the contractor’s Nuclear Regulatory Commission (NRC) license, with the contractor having responsibility of the TCMMDs. The contractor shall document the transfer of TCMMDs from the Army NRC license to their license, and then transfer back to the Army’s NRC license, when the TCMMD is received by the owning unit. Prior to return shipment, contractor shall perform a TCMMD leak test to ensure radioactive sources are not leaking in compliance with AR 385-10, DA PAM 385-24 and NRC license.

Interested vendors shall provide a detailed summary of their capabilities, addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Please also provide your company business size and active System for Acquisition Management information.
