Combat Capabilities Development Command - Ground Vehicle System Center Draft Solicitation W56HZV-19-R-L817 Industry Questions and Answers

Question:

Reference RFP Section L.4.1.b Is the criteria that “Performance shall be within a 50 mile radius of the CCDC GVSC” absolutely firm? Or would a firm which satisfies all other criteria – except for being located within a 50 radius of the CCDC GVSC – be eligible for award?

Answer:

Yes, the criteria in Section L.4.1.b “Performance shall be within a 50 mile radius of the CCDC GVSC” is required.

Question:

We are not a woman owned business, can we still show interest and eventually quote this project? We are a minority owned business and also ISO 9001:2015 certified, ITAR registered and have won Caterpillar’s 7 Steps to Weld Excellence Award. Please let me know what you think and we would love to provide any feedback desired and proper quotes when asked.

Answer:

The Government is planning to award to only Woman-Owned Small Businesses.

Question:

The RFQ states, if the company responding cannot perform a process in house that it will not be considered for any bids that includes that work on the TIQ. Must the company responding build that capability in their proposal as a teaming arrangement, or would they be able to subcontract certain processes out for the whole of the project? For example, would a paint supplier have to be written into the proposal if the company responding doesn’t have paint as one of its core capabilities in-house.

Answer:

Your business must fall under one of the applicable NAICS codes outlined in the RFP and the Technical Information Questionnaire (TIQ) should be completed based on your businesses core competencies. There is no expectation that all WOSB’s will be able to answer “yes” to every question on the TIQ. Teaming and/or subcontracting with other businesses could be necessary to fulfill requirements.

Question:

Can a company be both a prime and a team mate in a proposal?

Answer:

Yes
