| 2 | Synopsis | (a) Is part of the TDP secret? |
(b) If so, I assume that means an offeror must have the facility clearance before receipt of the TDP. Is that a correct assumption? (a) The technical data packages reference an annex which is classified as "Secret".

| 3 | Synopsis | Assuming there is in fact a “secret” aspect to either the TDP and/or proposal submission , can a prime offeror subcontract ALL aspects of the secret content to a small business subcontractor that possesses a FCL, to execute that portion of the solicitation that might be secret on behalf of the “prime offeror? | A prime offeror may sub-contract work as long as they follow procedures. However, this does not relieve the prime offeror from the FCL requirement. The technical data packages reference an annex which is classified as "Secret". This offeror believes that it could have various meanings including to “acquire and assemble kits into containers;” to “acquire and assemble kits on vehicles;” or “procure parts, assemble b-kits, and place into containers;” among other possible interpretations. To avoid potential confusion about the effort and to provide a response more in line with the Government’s expectations, would you please provide additional detail on the overall acquisition requirement? | The requirement is for the procurement of the specific FHTV Protection Kits as outlined in the pre-solicitation notice. The pre-solicitation notice is a synopsis of the forthcoming solicitation.
