6. Efforts to Obtain Competition:
a. Effective Competition: The Government intends to solicit only GDLS for this acquisition based on the rationale provided in paragraph 5. However, this acquisition will be synopsized at the Federal Business Opportunities website as required by FAR 5.201, which allows interested firms the opportunity to identify their interest and capability to respond to the requirement or submit proposals. Any information received from responsible sources will be considered.
b. Subcontracting Competition: To ensure the contractor competitively awards subcontracts to the maximum extent possible, the contract will contain FAR Clauses 52.244-5 “Competition in Subcontracting,” 52.244-2 “Subcontracts,” and 52.219-8 “Utilization of Small Business Concerns.” GDLS will also be required to submit a subcontracting plan for review and approval in accordance with 52.219-9 “Small Business Subcontracting Plan.”
7. Actions to Increase Competition: As stated above in paragraph 5, the Government does have access to drawings, but lacks sufficient time to develop a competitive TDP, solicit, and award this effort. PM-SBCT has an ongoing effort to develop a competitive TDP for the DVH MEPs. If future requirements are identified and a fully competitive TDP is available after this procurement, the Government will consider a competitive acquisition.
8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement DFARS) Procedures, Guidance, and Information (PGI) 206.303-2, PM- SBCT and ACC-WRN issued a sources sought notice on 11 September 2018 to solicit interest, acquire, and assess the capabilities of qualified contractors. All responsible sources were encouraged to submit a capability statement, proposal, or quotation for the USG to consider by the 25 September 2018 closing date. GDLS was the only response received by the Government.
FAR Subpart 10.002 recommends querying the Government-wide database of contracts, which may be used by other agencies. PM-SBCT and ACC-WRN performed searches on 20 September 2018 on www.contractdirectory.gov, WebFLIS, LOGSA, and Fedlog databases using National Stock Numbers (NSNs) and Part Numbers to see if there are any existing contracts or sources of supply which meet our requirements. No contracts or other sources of supply were found under any of the search criteria that included spare/repair parts or components.
9. Interested Sources: To date no other sources have written to express an interest or are believed to be capable of supplying the kits to suitable fit, form, and function.
