1. May we take small equipment off site for NDT or inspection, etc., as needed?

‐ For small equipment, this can be arranged but it would have to be coordinated with each shop so as not to impede their work and the contractor would have to sign for the equipment taken off site.

2. Are all estimated 3,600 annual inspections required to be completed within a two‐month period between July and August as indicated in section 1.5 of the solicitation?

‐ Yes

3. We counted 1,736 units of equipment from the Excel file, is this a complete list for all three locations or should we still quote per spec estimated 3600 units?

‐ I would encourage the contractor to recount. There are many more than 1736 units on the list. I recounted myself to be sure.

‐ 2018 we project 3,273 items. 2019 we project 3,600 items. 2020 we project 3,960 items. 2021 we project 4,356 items. 2022 we project 4,792 items. Keep in mind the contractor is still required to inspect more than the number of items projected up to 10% over.

‐ I've attached another break down in a different format.

3. As per section 1.4.07, if no certifications exist, we will provide self‐certifications of qualified technicians and operators. Will this be sufficient?

‐ I would have to know which certifications you want to self‐certify. The majority of the certifications required do have a OSHA approved training. If there were some which we could see using self‐certifications for; I would require the class schedule used, the instructional materials used, and a description of what was conducted signed by your organizations safety officer.

4. Our interpretation of the specifications is that NTD testing will be performed only if deemed necessary upon finding a potential defect during visual inspection, with the exception of forklift front end forks to be NDT once annually. Please confirm.

‐ It is correct that not every of the 3,000+ pieces must be NDT tested. The primary onus is on the forklifts.

However, any concern with any of the MHE items and especially high danger items such as cranes should receive NDT testing.
