About this file

This document is a request for information from the United States Army regarding the potential production of Stryker vehicles in a Double-V Hull A1 Engineering Change Proposal configuration. The Army seeks information on companies' capabilities to produce new Double-V hulls, integrate components from existing Stryker vehicles, and provide technical assistance to Anniston Army Depot personnel for vehicle refurbishment. Responses were due by September 4, 2018 to inform the Army's acquisition planning for a multiple-year requirements contract to establish pricing for Fiscal Years 2020 through 2025. General Dynamics Land Systems is the incumbent producer under existing development and conversion contracts. The request for information seeks details on production capabilities, experience, quality systems, hazardous waste handling, and other requirements to assist the Army's evaluation.

REQUEST FOR INFORMATION:

Stryker DVH A1 ECP Vehicle Production

1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT)

2. SUBJECT: REQUEST FOR INFORMATION (RFI) ON PRODUCTION OF STRYKER DOUBLE-V HULL

(DVH) A1 ENGINEERING CHANGE PROPOSAL (ECP) VEHICLES

3. DESCRIPTION AND BACKGROUND:

The purpose of this RFI is for the United States Government (USG) to determine the potential industry capabilities to produce Stryker vehicles in a DVH A1 ECP configuration. Vehicle upgrades were designed during the Stryker ECP 1 program under the below referenced ECP 1 development contract and include engine/powerpack improvements, chassis modifications to optimize the driveline matched to the upgraded powerpack, electrical power upgrades, and in-vehicle network updates. These upgrades were incorporated into production under the Stryker DVH A1 ECP Exchange Requirements Contract that converts Stryker Flat Bottom Hull (FBH) vehicles into a DVH A1 ECP configuration. General Dynamics Land Systems (GDLS) is currently performing under both contracts and a complete systems-level Technical Data Package (TDP) is not available.

EFFORT CURRENT CONTRACT PERIOD OF PERFORMANCE

Stryker ECP 1 W56HZV-14-C-B019 25 Nov 13 – 26 Nov 18 Stryker DVH A1 ECP Exchange W56HZV-17-D-B020 07 Oct 16 – 30 Jun 20

It is anticipated that the USG will award a follow-on production contract for Fiscal Years (FY) 20-25. Any information received in response to this survey will be used by the USG to aid its current Stryker Acquisition Planning effort. Currently, the USG plans to obtain the prospective requirements identified within this survey from a source that has the ability or capability to meet the USG’s requirements without creating a substantial duplication of cost or unacceptable delay. The USG’s anticipated contracting approach is to utilize a multiple year requirements contract that will establish pricing for the requirements, while delivery orders will be executed to commence performance of the various efforts.

4. INFORMATION SOUGHT:

PMO SBCT is seeking information related to Stryker DVH A1 ECP configuration production capability. The USG will assess industry’s capabilities to perform the following:

• Performing Stryker DVH A1 ECP configuration production;

• Producing new DVH hulls and integrating new and/or usable reclaimed components from existing

Stryker FBH donor vehicles (Exchange Program); and

• Other tasks including vehicle inspection, final inspection, function checks to replaced or repaired components, painting, and acceptance.

In addition to the above, the contractor will be required to provide technical assistance to Anniston Army Depot (ANAD) USG personnel under the Exchange Program. This technical assistance will include providing on-site and remote guidance required by ANAD personnel to complete the removal and refurbishment of designated reclaim components from FBH donor vehicles, for later insertion by the contractor into new DVH A1 ECP vehicles. The technical assistance will also include identification of the designated reclaim components from the donor vehicle, assisting with troubleshooting systems that do not operate during the Technical Inspection, providing the required material configuration of the reclaim items, providing part number and nomenclature information, assistance with reclaim item acceptance standards, and reclaim parts tracking and shortage reporting.

Please address all questions. If a question is not applicable, use N/A.

a. Since a complete systems-level TDP is unavailable, please explain how your company can compete for this effort.
