SOURCES SOUGHT / MARKET SURVEY OF INTEREST

ARMORED MULTI-PURPOSE VEHICLE

SYSTEM TECHNICAL SUPPORT

Market Survey Questionnaire

October 2017

1. MARKET SURVEY REQUEST

The Program Executive Office for Ground Combat Systems (PEO GCS) and the Program Management Office for Armored Multi-Purpose Vehicle (PMO AMPV) are conducting a Market Survey of Interest (MSoI) to determine the level of interest among qualified contractors in providing logistics and engineering support services to the new AMPV Family of Vehicles (FoVs). The United States Government (USG) is seeking a contractor that can demonstrate the best capabilities to meet the full production and operational support requirements for the scope of work outlined below.

The focus of this Sources Sought / MSoI is to acquire information about the capabilities and readiness of qualified contractors that would be interested in providing System Technical Support (STS) services for the AMPV FoVs. The USG is seeking information for the following STS efforts: Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Systems Engineering Support (SES), Systems Integrated Laboratory (SIL), Logistics Engineering Support (LES) and Contractor Test Support (CTS).

The USG anticipates awarding a STS contract to include Fiscal Year (FY) 20-FY24 requirements. Information received in response to this survey will be used by the USG to aid in its FY20-FY24 AMPV FoVs Acquisition Planning effort for STS.

2. PROPRIETARY

The USG acknowledges its obligations under 18 United States Code (U.S.C.) §1905 to protect information qualifying as “confidential” under this statute. Pursuant to this statute, the USG is willing to accept any PROPRIETARY (e.g. trade secret) restrictions placed on qualifying data forwarded in response to the Questionnaire and to protect it from unauthorized disclosure subject to the following:

Qualifying data must be clearly marked “PROPRIETARY” and be accompanied by an explanatory text so that the USG is clearly notified as to exactly what data so qualifies.

Mark only data that is truly confidential.

Do not mark data that is already in the public domain or is already in possession of the

USG or third parties on an unclassified basis.

Proprietary data transmitted electronically must have the “PROPRIETARY” legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS."

3. DISCLAIMER

The USG is not obligated to protect unmarked data. Nor is the USG obligated for like data in possessions of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data will be reproduced with restrictive legends in place. Additionally, all USG personnel provided with protected information will, prior to receiving copies of such information, be required to sign a Non-Disclosure Agreement.

4. CLARIFICATION OF THIS ACTION

This MSoI is intended to measure the level of industry interest in competing for a potential USG contract. Responses to this survey may impact the USG’s decision to issue a solicitation for full and open competition for a STS effort. This is not a pre-solicitation notice, Request for Proposals (RFP), nor will a contract be awarded from this announcement. Information provided regarding a potential contract as presented in this MSoI is subject to change.

Additionally, as a MSoI, this inquiry does not bind the USG to solicit for or award a competitive contract. Participation in the survey is wholly voluntary and no reimbursements will be made for costs associated with participation in this survey. Data submitted to the USG will not be returned but will be part of the survey’s historic records. Lastly, participation in this MSoI is neither mandatory nor is it necessary for a contractor to propose on this or similar contract RFPs.

5. ASSUMPTIONS

The USG may not furnish a complete Technical Data Package (TDP) for the AMPV FoV’s.

The contractor is expected to advise the USG what information is needed and provide technical reference data to accomplish each task.

6. INSTRUCTIONS FOR RESPONDING TO THIS MARKET SURVEY

Contractors who deem themselves qualified; please take the time to respond to the questionnaire below.
