W56HZV-17-R-L528, Graduate Research Assistants
1. Is there a current contract in place?
a. No
2. Who is the incumbent contractor?
a. This is a new requirement. There is no incumbent contractor.
3. The solicitation states estimated workload as being 1,880 hours per year. It also states in the synopsis (part D of the Introduction) that this solicitation includes provisions and clauses in effect through Federal Acquisition Circular 2005-93, which in turn incorporates Executive Order 13706. This provision requires a minimum of 56 hours of paid sick leave in addition to leave hours required under the Service Contract Act (See section 2b of E.O. 13706, “A contractor may not set a limit on the total accrual of paid sick leave per year, or at any point in time, at less than 56 hours.”)
a. The estimated workload is 1800 hours.
4. 1.6.4 mentions attendance at the Society for Military History Conference. Will conference registration, travel, and per diem costs be billed to government separately from the quoted price?
a. The quote shall include the cost for sending the GRA to the conference each year. It is not something they can bill separately to the government. The Society for Military History website provides info on the registration cost (it is $100), as well as the sites of the next three conferences (2018 in Louisville, 2019 in Columbus, OH, 2020 in Arlington, VA). While sites have not yet been picked for 2021 and 2022, they are always in the continental US or (rarely) Canada, and avoid high-cost locations like NYC.
5. Is the university required to be a member of the Association of American Universities (AAU)?
a. Being a member of AAU is an evaluating factor, but not an absolute requirement. If a university is a member, that is an added factor in their favor, but if they are not a member they are still qualified to quote.
6. Will indirect costs be allowable?
a. This will be firm fixed priced- all costs- to include indirect costs- need to be part of your offer. You do not have to break out cost elements.
7. Is the format for the submission just answering the cover sheet on page 4-5 and pricing?
a. Your offer can simply be done on your university letterhead and uploaded into FBO. (Also check FAR 52.212-2 for evaluation criteria information that needs to be included in the offer.)
