Questions
1. Do I have to submit a new package for this solicitation if nothing has changed from my original proposal?
Answer: Both the original TIQ’s and Specifications have been amended, as well as the due dates on the solicitation itself, because of these changes these items will need to be updated and submitted. The remaining attachments as well need to be submitted however, there were no changes/amendments to these documents and would only require updating per any of your own adjustments.
2. Does ACC-WRN require a “domestic USA” or “International” model FLHTP Electra Guide Police motorcycle for CLIN 0001AA and CLIN 0002AA?
Answer: Our engineering team researched this issue and was not able to note any difference between the international and domestic model. Therefore the specification does not differentiate between a “domestic USA” or “international” model of the required FLTHP.
3. Does ACC-WRN require a manufacture’s warranty (2 years unlimited miles) with the CLIN 0001AA, 0002AA and all spare parts including spare engines?
Answer: No
4. Does ACC WRN require in country (Egypt) manufacturer warranty service?
Answer: No
5. Is the offeror required to disclose how they will perform the manufacturer warranty service in country so not to void the 2-year manufacturer’s warranty?
Answer: No, there is no warranty requested on the solicitation.
6. All of the CLINS on pages 4-14 show that the FOB point is “origin” and inspection and acceptance is also “origin”. We cannot find in the solicitation that inspection and acceptance can be OCONUS. Please clarify.
Answer: FOB Origin designates that the government or requiring country will coordinate and pay for all of the shipping. The inspection and acceptance points are also origin. For this action, the local DCMA office closest to your proposed inspection and acceptance points (CONUS or OCONUS) will come out to, and perform, the inspection and acceptance at the address (typically the contractor’s warehouse) that is specified in the proposal you submit.
7. If inspection and acceptance can be OCONUS, then can the contractor use Blue Water Shipping to move the items from USA to Egypt?
Answer: If the inspection and acceptance points are proposed at an OCONUS location, then there will be no need for the items to be shipped to the USA before being shipped to Egypt. Blue Water Shipping will move the items from the designated OCONUS inspection and acceptance point to the final destination in Egypt.
8. Do the Motorcycles need to be utilizing metric measurements on its display or USA measurements?
Answer: Metric Measurements will be requested for the motorcycles, this will be updated in a specification revision.
9. Do the motorcycles specified required to have an “international” diagnostic chip for troubleshooting the motorcycle for repairs and service since their final destination is Egypt for the Egyptian MOD?
Answer: Per further research performed by our requiring activity it is ACC-WRN’s understanding that the mechanics in Egypt will have no problem troubleshooting the motorcycles for repairs on either the international or domestic diagnostic chips, so either is acceptable.
