1. Sources Sought Notice. Army Contracting Command - Warren (ACC-WRN) is conducting a Market Survey to determine the level of interest among qualified Contractors in providing Spare Parts for range equipment previously procured.
The purposes of this market survey are to identify the best of potential offerors, and gather information for planning purposes about the capabilities of each industry source as defined in Federal Acquisition Regulation 15.201(e). The input will help ACC-WRN ascertain the interest, capability, and capacity of all potential offerors. The projected ordering period will be five years.
General description of Equipment Requiring Spare Parts:
Potential future contracting actions may solicit for the procurement of various types of spare parts specific to end items procured under Army Targetry Systems (ATS) I/ ATS II. Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following:
· Qualifying data must be clearly marked TRADE SECRETS or PROPRIETARY and be accompanied by an explanatory text, stating the rationale to protect the information.
· Only mark the data that is trade secrets or truly proprietary.

Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY INFORMATION BEGINS” and “PROPRIETARY INFORMATION ENDS.”
3. Disclaimer. The Government is not responsible for marking Contractor data. To ensure protection of Contractor data, please ensure it is marked in accordance with Section 2 above. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government, will not be protected once in the public domain. Additionally, prior to receiving copies of protected information, Government personnel will sign a Non-Disclosure Agreement, which both alerts personnel of the proprietary nature of the information being provided as well as the seriousness of the Government’s obligations to protect such information.
4. Clarification of this Request. This request is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it an attempt to seek potential offerors to be placed on a solicitation mailing list. No solicitation document exists at this time. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. The Government will not rank submittals or provide any reply to interested firms. Information provided regarding the Army Targetry Systems as presented in this Market Survey is subject to change. Data submitted in response to this market survey will not be returned.
5. Contract Statement of Work (SOW). The primary requirement of this work effort is to procure spare parts (e.g., hardware) to support ranges being utilized by U.S. forces and its allies. The parts lists, in conjunction with predetermined lead times, will be used to fulfill maintenance needs that the field routinely experiences with range equipment previously procured by ACC-WRN. It is requested of the market survey respondent to provide part numbers and maximum quantities that could be provided, given the lead time the respondent populated in columns H, I & J of the provided Microsoft Excel workbook (Market Research_ATS I - ATS II Combined). Interested parties should also confirm, add, and delete part numbers in column “A” when necessary. Confirmation of the part number listed shall be shown by leaving column “A” information as is. If adding a new part number, highlight in green. If deleting a part number, highlight in red.
The NAICS code associated with this market research is 332999: All other Miscellaneous Fabricated Metal Product Manufacturing. This NAICS code has a current size standard of 750 employees. Therefore, in order to qualify as a small business concern, an Offeror shall have less than or equal to 750 employees.
6. Instructions for Completing the Questionnaire. Organizations who deem themselves qualified, and who would be interested in competing for the above-described SOW, are asked to complete the following questionnaire and provide written responses electronically via email to the ACC-WRN’s primary point of contact, Nicole Young, at Nicole.m.young39.civ@mail.mil and the ATS II email box at usarmy.detroit.acc.mbx.wrn-atsii@mail.mil.
7. Responses Format. Request that electronic responses be provided in the Microsoft Excel workbook. Responses shall be limited to filling in the requested information in the workbook and providing any detail that might assist the Government in its research. Responses to the questionnaire below shall be submitted electronically with the workbook. Only one response per company will be reviewed. The subject line of your response shall include the Organization Name and “Response to Targetry Spare Parts Market Survey.”
