Department of the Army Limited Source Justification for Purchases under $150,000

SRS PR # 0010902999

1. Contracting Activity: The U.S. Army Contracting Command in Warren, Michigan (ACC-WRN / CCTA-HSA-N) is the procuring activity for this action.

2. Description of the Supply or Service Purchased: ACC-WRN proposes to award a firm fixed price contract to Mr. Leland L. Bull, Jr., 1100 Shenandoah Drive East, Seattle, WA 98112 (phone 206.324.6709 / e-mail: leeguns@hotmail.com / CAGE Code 7M8F9) for the procurement of a pair of 16th Century Saxon wheel-lock holster pistols of the Trahan Ten-Leib Garde of The Elector Christian II, dated 1591, as well as a wheel-lock musket c. 1600-1630 from the arms of the Emden City Guard (three total items).

3. Dollar Amount: The estimated total amount of this acquisition is $91,000.00, and the type of funds to be utilized are FY2016 Operation and Maintenance - Army (OMA) and provided under Purchase Request 0010902999.

4. Authority Cited: The statutory authority permitting other than full and open competition for this Limited Source Justification action is 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b) (1), “Soliciting from a Single Source.”

5. Reason for Authority Cited:

Finding specific rare historic objects is not easy. The term “rare” implies the dilemma associated with obtaining objects within a Collections Content Plan and Scope of Collections. The items listed above are one of a kind, due to the rarity of the pieces in the collection and the story behind the pieces themselves; in general, the number of collections containing rare historic objects - in particular firearms - are limited. These items are only available from one known source; therefore, these items will be procured on a sole source basis from Mr. Bull and not competed.

6. Market Research: Mr. Dieter Stenger, Curator for the U.S. Army Center of Military History (CMH) conducted internet-based Market Research (of primarily on-line auction sites) in May 2016 in order to establish the market availability of the items. As these items to be acquired are unique and essentially one-of-a-kind, no exact match for any of them was found. Attachment 1 to this document shows the items that were found during Market Research which are most similar in nature to the items being procured, but again they are not the exact items being sought. Mr. Stenger (e-mail <dieter.stenger.civ@mail.mil>) is the Technical point of contact for this acquisition.

7. Technical Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
