5. Q: Confirm if the cylinders used for this requirement are government or contractor owned cylinders. If contractor owned, request the government allow a line item for rental charges for each cylinder.
All cylinders are contractor owned property. No separate rental charge is allowable this is a firm fixed price contract and should be quoted accordingly.
6. Q: Confirm if Certificates of Analysis are required for all gases as stated in the RFQ. It is not standard industry practice to provide COAs for industrial grade products.
Certificates are required as directed by the solicitation and its scope of work regardless of industry practice.
7. Q: Who is the incumbent contractor?
This information is publicly available through an internet records search, and does not bear on this solicitation or any subsequent contract award.
8. Q: Are the cylinders Government owned, and if not how do we charge rental fees?
The cylinders are not Government owned. No specific provision has been made for rental fees, this solicitation is for a firm fixed price action and should be priced accordingly.
9. Q: Every clin shows inspection and acceptance at origin except that on page 55 of 97 FAR CLAUSE 52.246.4006 says inspection at origin acceptance at destination. Which is correct?
All CLINS under the subject solicitation are Inspection and Acceptance at Origin and FOB Destination.
10. Q: Under each CLIN there is a description, but no indication of the cylinder size.
The Government has added a spreadsheet titled “Listing of Gas Cylinders and other materials” to the documents package under the subject solicitation. The spreadsheet contains cylinder size for each gas type.
11. Q: This is a 3 year contract but there is no EPA clause. Are prices to be firm for each year? There is also no area to include costs for delivery and hazmat fees.
The contract type is firm fixed price. There will be no allowance made for EPA’s, delivery, hazmats, or any other added costs outside what is requested in the subject solicitation. Offerors should provide their best firm fixed price offer based on the terms described in the solicitation.
12. Q: How many pounds of dry ice do you require?

13. Q: Is item number 0008 the same as item number 0019 as per your answer to questions 3 and 4?
Yes.

The list provided may have included items that were not included in the final solicitation document. Please quote the solicitation items that are included and only those items.
15. Q: On item number 0004 you indicate oxygen banks of 4016 CF and also 4912 CF, which one is applicable? Is this a bulk tank that we will install?
They are both applicable. No.
16. Under item number 0023 for liquid nitrogen OF 5500 CF, is this a bulk tank that we will install?
No. Material is placed in a liquid cylinder.
17. We have requested for over 15 years on previous solicitations the name of the incumbent and we have never been told to search the internet. I would think in the interest of helping small businesses that you would help us out accordingly. The most obvious reason to tell us is that if one of our suppliers is the incumbent that it would be in the best interest of the Government to continue with a source that is totally familiar with your operations.
As previously stated; this information is publicly available through an internet records search, and does not bear on this solicitation or any subsequent contract award. Each acquisition is an independent award and specifically this solicitation will result in award to the offeror who proposes the lowest price technically acceptable offer. The Government’s familiarity with a given source will have no bearing on which contractor is awarded any future contract under this solicitation.
