C.3. REQUIREMENTS
C.3.0 General Requirements. The item offered shall be of new construction and a complete turnkey project shall be provided. The _____________________ complete system shall be designed, built, installed and tested by the offeror, such that it is fully operational to assemble tire/wheel assemblies and flow through the following stations in sequential order: Prep/Queue Station, Press Assembly Station, and Torque Tool
Operations Station. The system shall be designed to assist operators to fully assemble tire/wheel assemblies. Process begins with loading a new tire, ready for assembly. It is place on a queue station utilizing a lift assist assembly. Next, prepping the tire/wheel prior to the press assembly process where all components for the assembly is prepared. The press assembly station shall incorporate a vertical cylinder, and it shall have the capability to squeeze a retaining ring onto the metal wheel exposing wheel studs forcing a metal ring to metal wheel contact. Purpose of squeezing the ring and metal wheel is to force a metal to metal contact and force the metal studs through the holes in the retaining ring for operators to properly assemble wheeled combat vehicle tires by threading retaining nuts onto the metal studs manually and locking the ring against the metal wheel. The Press Assembly Station shall consist of a cylinder and a steel metal reaction device opposite of the vertical press. This is required to locate the tire/wheel assembly for the press and for the cylinder to react against. Once the tire/wheel assembly is fully assembled and ring retaining nuts are installed, it is released from the Press Assembly Station and the wheel is worked through the Torque Operations Station. The Torque Operations
Stations shall be set up with a dual spindle electrically operated torque tool. It shall be preprogrammed with specific torque specifications and center to center stud diameter per Table I located in Appendix II distances associated for different tire/wheel assembly size specifications. The Tire/Wheel Assembly system shall be sized to process tires from 36 diameter up to a maximum diameter of 56 and maximum weight of 700 lbs.
C.3.1 Safety. The system shall be fitted with safety devices and guards for any safety hazards. All equipment furnished under this ______ specification/SOW shall comply with applicable OSHA 1910 and NFPA 70 standards. The system shall include provisions to isolate and lock out all sources of hazardous energy, either input to the individual system components or generated by different components of the system to ensure the safety of operator and maintenance personnel. Electrical lockout/tagout (LOTO) devices shall conform to the requirements of NFPA 79. Lockout/tagout devices for electrical or any other type of hazardous energy (mechanical, hydraulic, pneumatic, chemical, thermal or other) shall be designed to allow full operational compliance with the requirements of OSHA Standard 29 CFR. All system and operation standards shall comply with OSHA standards on Human Factors Engineering (Ergonomics).
C.3.2 Environmental Conditions. System shall be able to operate in an indoor facility with ambient conditions of 40 to 110 degrees _________________________
Fahrenheit and 20 to 100 percent relative humidity.
C.3.3 Dimensions. The overall footprint shall be kept at a minimum and not to exceed 21L x 15W x 20H maximum. Operator working height __________ shall be between 36 minimum and 48 maximum from floor level to the top of working tire/wheel assembly.
C.3.4 Major System Components. The following conceptual assembly system consists of principle components, attachments, and accessories _______________________ believed to be necessary to meet the operational and performance requirements specified herein. All system component stations shall be contained and in sequential order from placement of tire onto the Queue Station, component assembly, tire/wheel-ring security assembly, and stud torqueing operations. However, other concepts will be considered. The list of major components of the conceptual system are as follows:
C.3.4.1 Prep/Queue Station. The Prep/Queue Station shall accommodate a working area as the tire assembly process begins, and it shall ___________________ accommodate a minimum working area of one (1 ea.) MaxxPro (the largest sized tire) Tire. A non-overhead lifting system, capable of lifting 1000 lbs., is to be installed that will lift the tire onto a material handling . The lifting system shall rotate the tire from a vertical position to a horizontal position onto a gravity conveyor for the wheel to travel freely among stations. All conveyors shall be capable of supporting 1000 lbs. minimum between work stations throughout the assembly process. It shall be set up where the tire/wheel assembly will move with minimal effort.
C.3.4.2 Press Assembly Station. The Press Assembly Station is the station where the metal ring is compressed against the tire/wheel _______________________ assembly and a metal to metal contact is made when the tire/wheel assembly is engaged with the compressing cylinder. It shall secure, compress, and hold the tire retaining ring in position with studs through the security ring allowing the operator easy access to place the nuts onto the protrudingstuds.. Pressing ring shall be sized to the different variations of tires located in Table I. The Press
Assembly Station shall consist the following sub-components:

C.3.4.2.1 Press Assembly Station Frame. The Press Assembly Frame construction shall accommodate all tire sizes noted in Table I. The _____________________________ cylinder shall have the capability to generate and hold a minimum of 26,000 lbs. when cylinder is fully engaged and pressing against the wheel. Any hydraulic unit shall be located as close as possible to the working area and be compact in size. The unit shall be enclosed and protected from debris in the working area. The cylinder size shall range from 2 to 6. Equipment shall be constructed and attached to the end of the actuating cylinder to press against each tire retaining ring, and it shall be designed in a way (example: a steep design) that will accommodate all tire/wheel sizes located in Table I or have the capability of a removable attachment to swap out the necessary ring associated with the correct tire size. The peripheral equipment shall be designed and constructed so operators may install retaining nuts onto the studs safely and without risk of injury. See Table I for diameters to press against retaining ring. A
\'bc ton jib boon with a 7 reach shall be attached or installed in the vicinity of the press assembly frame to have the capability to pick up a single metal wheel from a stock pile and locate it near the working station. The lifting device shall be capable of lifting a single metal wheel at a maximum weight of 250 lbs. onto the working station.
