4.1.2.5 Certification. Conformance to a specific requirement or standard shall be demonstrated by a document signed by the certifying official or responsible party. When required by the contract or this purchase description, certifications may be used in lieu of additional verification methods. Certifications shall include supporting documentation (e.g. test data, material analysis, etc.) at the Government’s request.
4.1.3 Verification locations. Unless otherwise specified by the procuring activity and the contract, verification for the tests identified in Table 1 shall be conducted at the locations specified is section 4.6 and is sub-paragraphs.
4.1.4 First Article Test (FAT). A First Article Test (FAT) shall be conducted consisting of a First Production Unit Inspection (FPUI) (see 4.1.5) and Production Verification Test (PVT), (see 4.1.6) as specified in Table 1 of this PD. Unless otherwise specified in the contract, the
FAT shall be comprised of complete inspections and tests of the product to verify product conformance and performance to the requirements of Section 3. Failure of the FAT shall require root cause corrective action and retest of the WWDS, at no additional cost to the Government, until all product characteristics have satisfied the purchase description and the contract.
4.1.5 First Production Unit Inspection (FPUI). The FPUI will be conducted by the contractor and shall take place at the manufacturer’s facility, with the purpose of verifying product conformance. When specified in the contract, the contractor shall be required to conduct a complete first production unit inspection, as part of a FAT. The FPUI shall be conducted by the contractor to verify conformance of product characteristics, processes and configuration changes. The FPUI shall be conducted prior to the PVT and shall serve to verify production capability and system performance. The FPUI, conducted at the place of manufacture of the
WWDS, shall start during fabrication of the WWDS and continue through integration, assembly and final assembly. The Government may witness or participate in all or any part of the FPUI.
4.1.5.1 The contractor shall conduct a complete inspection on the first production units(s) produced, as specified in the contract. Methods of verification as described in Table 1 of this purchase description shall be utilized for all inspections and tests.
4.1.5.2 During fabrication of the first production unit, in-process inspections shall be performed by the contractor and may be witnessed by Government representatives, to evaluate conformance to Section 3 requirements of component items. This includes, but is not limited to processes that cannot be evaluated once the assembled item is in its end state. Upon completion of inspection, the contractor shall submit this WWDS, and all records associated with its inspection to the designated Government element for review and/or additional verification. The
Government reserves the right to witness and/or participate in this inspection. The contractor shall utilize a FIR (Final Inspection Record) for the current production contract to conduct safety checks, inspections, functional, and system level tests.
4.1.6 Production Verification Test. The PVT will be conducted by the Government, at a
Government test site to verify product performance characteristics to the requirements described in this purchase description and to evaluate and assess production capability of the WWDS. The
PVT will be conducted as described in Table 1 and Sections 3 and 4. The WWDS, including components, shall be completely inspected during the Limited Technical Vehicle Inspection
(LTVI). Failure of any performance characteristics (and test) shall require root cause corrective action by the contractor and retest of the WWDS at no additional cost to the Government.
4.1.7 Inspections.
4.1.7.1 Quality Conformance Inspection (QCI). The QCI will be conducted by the contractor and shall take place at the manufacturer’s facility, with the purpose of verifying product conformance during and after fabrication. Each production unit shall be examined, driven to a test site, and positioned on its outriggers with the derrick erected. All controls shall be operated and all mechanisms operated, in order to ensure that the mechanisms operate freely, properly and without evidence of failure or lack of performance due to unsatisfactory assembly.
During and after this operation, all pumps, gear cases, hydraulic cylinders and lines, and other moving or rotating machinery will be inspected for noise, vibration, leakage, or heat build-up.
Everything marked in the QCI column of Table 1 shall be checked by the contractor for conformance.
4.1.7.2 Control Test (CT). The CT will be conducted by the contractor and shall take place at the manufacturer’s facility, with the purpose of verifying product quality and process controls. When required by the contract, control tests for maintaining and evaluating process controls shall be conducted by the contractor as referenced in Table 1. This test is performed on selected WWDS’s, during full rate production, after completion of Quality Conformance
Inspection (QCI).
4.1.7.3 Production run-in. Start and operate each WWDS as follows: Operate all pumps and valves or hydraulic controls for five minutes. Hold each hydraulic control in each actuation position until the hydraulic system reaches relief valve pressure at least five times. Evidence on any deficiency, need for any adjustment or maintenance, malfunction of any control, or evidence of leakage of fuel, lubricants, or hydraulic fluid shall be cause for rejection of the WWDS components by the Government until corrected to the Government’s satisfaction. The
Government may require additional run in after deficiencies are corrected. Any defect found during production run in shall be prima facie evidence that WWDS’s previously accepted are similarly defective unless evidence satisfactory to the contracting officer is furnished by the contractor that they are not similarly defective.
4.1.7.4 Final Inspection Record (FIR). When required by the contract, a completed copy of the FIR shall be submitted to the Government. The completed FIR shall include all requirements and verifications specified in the WWDS purchase description that verify product conformance and performance for government acceptance. Root cause corrective actions taken to eliminate nonconformance(s) shall be described in the completed FIR.
4.1.7.5 In-Process Inspection. All production vehicles shall be completely inspected, assembled, adjusted, lubricated or otherwise serviced for operation. Fabrication processes shall be documented and followed. All engines shall be started and subjected to the manufacturer’s standard warm-up and run-in period. All controls shall be operated to ascertain that the component(s) and mechanisms actuated by the controls operate promptly, fully, and without restrictions or malfunctions.
4.1.8 Fabrication Processes. The contractor shall utilize documented fabrication procedures for the manufacture of the WWDS. The documented fabrication procedures shall be described in the contractor’s Quality Management System. All weld procedures shall be prepared and documented, as prescribed by the specification requirements described in the contract and the
WWDS ATPD. All welding and fabrication procedures shall be made available for Government review.
4.2 Performance tests and inspections. Section 4.0 in TABLE I consists of the methods used to verify the product meets the requirements shown in Section 3.0. Sections 3.0 and 4.0 show a one for one relationship, requirements to the means of verification. All tests and test parameters are clearly defined in Section 4.0. Conformance with Section 3 requirements shall be verified as defined in Section 4.0. The inability of the WWDS to meet form, fit, or function shall constitute failure of the test. Performance tests and inspections that shall be conducted are not restricted to tests and inspections described in the subsequent paragraphs that follow, but are included in the requirements of Section 3, and all of its sub-paragraphs. Test Operating Procedures (TOPs) are listed where applicable however evaluation is not limited to the TOPs listed. The tests and inspections incorporate all system requirements of WWDS as described in Section 3 and the subparagraphs. Each system shall be inspected and tested to verify performance, operating characteristics, and technical conformance that are required by Section 3. For paragraphs in
Section 4 that reference Section 3 requirements, the Contractor shall equally comply with the requirements of Section 3 and Section 4, entirely.
