(a) All Army Contracting Command Warren (DTA) solicitations will be publicized on the Federal Business Opportunities website
(https://www.fbo.gov). Any additional attachments, including Technical Data Packages (TDPs) when available electronically, will be separate attachments or links embedded in the solicitation.
(b) As of 10 August 2015, unless directed to do otherwise in Section L of this solicitation, vendors are required to submit a quote or proposal via the Federal Business Opportunities (FBO) system. Proposals or quotes submitted after this date using any other mechanism, including the Army Single Face to Industry Bid Response System (ASFI BRS) may be deemed non-responsive.

2. Vendors must be registered in the System for Award Management (SAM) at www.sam.gov (a Federal Government owned and operated free web site) and have a CAGE Code and CCR Marketing Partner Identification Number (MPIN).
3. Once logged into the FBO System, vendors will be asked to enter basic information and directed to upload one or more files containing the proposal/quote and any additional information as outlined in the solicitation.
4. FBO will send an email to vendors registered email address confirming the electronic submission.
5. For additional information on submitting electronic bid responses via the FBO system see the FBO Vendor Guide

In accordance with FAR 15.208(a), offerors are responsible for submitting proposals, and any revisions, and modifications, so as to be received by the Government office designated in the solicitation by the time specified.
It is the responsibility of the Offeror to ensure the proposal/quote is received by the date and time specified on the cover page of this solicitation. In accordance with FAR 15.208, if the proposal/quote was not received at the initial point of entry to the

The contractor shall provide a complete ISP, over-packed (boxed and put in the components of end items (COEI) containers) and ISP list to each vehicle.
C.1.4 Commercial Off-The-Shelf (COTS) Technical Manual (TM). The Contractor shall deliver COTS TMs with each WWDS. The COTS TMs shall be over-packed (boxed and strapped) in the cab of each production WWDS.
C.2 Meetings and Reviews

C.2.2 Start of Work Meeting (SOWM). Within 30 calendar days of contract award, the contractor shall conduct a SOWM at TACOM, in Warren, MI, which may last up to two days. The purpose of this meeting is to establish lines of communication between the Government and contractor, to review and clarify the terms and conditions of all contract deliverables. The contractor shall be prepared to discuss its plan and schedule to manage the entire program to include the development of all engineering, logistics, products, services, and
Contractor Logistics Support (CLS).
C.2.3 Meetings and Reviews. The contractor and Government will have quarterly meetings and reviews during the contract's performance period, beginning the quarter after the SOWM. The contractor shall request in writing and receive approval in writing from the Procuring Contracting Officer (PCO) prior to implementing any configuration change. The request for change shall include the information within CDRL A003-Engineering Change Proposal.
C.3.2.1 Government Review. The contractor shall be responsible for the cost to perform additional tests to verify acceptability of any contractor proposed changes. The Government will determine the extent of testing up to and including a complete First Article Test for that change. Further, any production or delivery delays caused by additional testing or inspection shall not be the basis for an excusable delay as defined in the default clause of this contract. Such delays shall not form the basis for adjustment in contract price or delivery schedule.
C.3.2.2 Responsibility for Data - Contractor Initiated Change. Within 20 calendar days of ECP approval, the contractor shall submit, at no additional cost to the Government, revisions to all affected contractual data deliverables.
C.3.2.3 Configuration Change Report. The contractor shall maintain a record of configuration changes and shall submit a report summarizing all changes (whether or not change affects form, fit or function, see C.3.3.2) made to date in accordance with CDRL A004-

C.3.2.5.1 There will be no price increases, or any additional cost to the Government, as a result of a contractor initiated configuration change.
C.3.2.5.2 The Government is not responsible for additional testing or software costs associated with any contractor initiated configuration change.
C.3.2.5.3 When a contractor initiated configuration change results in reduced contractor costs, the Government may, at the sole discretion of the PCO, require an equitable downward adjustment to the contract price.
C.3.2.5.4 The Government is not liable for any costs the contractor may incur, due to delay in contract performance, as a result of any of the contractor's requests for a contractor initiated configuration change.
C.3.3 Government Initiated Changes-ECP. In the event the Government proposes a change to the end item configuration, the PCO will submit a request for technical and price proposal from the contractor. After a bilateral agreement is reached a contract modification will be executed to incorporate the change into the contract. Once the ECP is incorporated by the Government, the contractor shall submit a
