MARKET INVESTIGATION SURVEY

September 2015

RETURN THE COMPLETED SURVEY TO Jordan VanDeSteene, CONTRACT SPECIALIST VIA EMAIL at Jordan.m.vandesteene.civ@MAIL.MIL NO LATER THAN 1:00PM EST TIME ON 30 October 2015

PRODUCT DESCRIPTION: M109 Family of Vehicles (FOV) The M109 FOV will be the dominant artillery system providing the effects of massed and precision indirect fires and re-supply of artillery ammunition on the battlefield.

The M109A7 is an aluminum armored, full-tracked 155mm self-propelled howitzer. It is operated by a crew of four, including the driver. The M109A7 will replace the M109A6 Paladin.

The M992A3 is the companion vehicle and supplies the M109A7 with ammunition as it provides tactical and operational fires during both offensive and defensive operations. The M992A3 will replace the M992A2 FAASV.

Key improvements that PIM offers over the existing Paladin M109 FOV to support the indirect fires mission include increases in force protection and survivability, mobility, responsiveness of fires, Space, Weight, and Power (SWaP) capacity, and an enhanced Network Capability and Situational Awareness.

THE REQUIREMENT: Army Contracting Center-Warren intends to solicit for M109A7 and M992A3 Platforms.

OBJECTIVE: The objective of this market survey is to identify potential sources (large and small businesses) that may be capable of performing this new requirement.

GENERAL INFORMATION: There is no risk to you for participating in this survey. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. government will in no way be bound to this information if any solicitation is issued. However, this is an important opportunity for you to influence the solicitation provisions and contract clauses, our budget requests, and the full range of other elements supporting the acquisition strategy for this program. This survey, and all information herein is for informational planning purposes only and does not constitute a “Request for Proposal or Invitation for Bid”, nor is it to be construed as a commitment by the U.S. Government.

TRADE-OFFS: If trade-offs are needed due to limiting factors caused from Army requirements, the following is the order of precedence of the most desirable Army requirements.

(1) M109A7 PIM Self-Propelled Howitzer (SPH) Performance Specification

(2) M992A3 PIM Carrier Ammunition Tracked (CAT) Performance Specification

(3) Schedule

(4) Cost

GOAL: To identify either existing or quickly and readily adaptable systems integrators that will meet the requirement. This product is an urgent need. Please do not respond on the basis of lengthy or speculative development efforts. Positive responses regarding capabilities, survivability, and other product information should be based on the existing product or on a well-defined modification described under heading 5. Please include any and all anticipated price and schedule effects of such modifications. Please also note these effects under “Cost/Schedule/Life Cycle Support.”

DOCUMENTATION PROVIDED:

These documents will need to be requested via email. An email request for the documents along with the contractor’s CAGE code is to be sent to: Jordan VanDeSteene at Jordan.m.vandesteene.civ@mail.mil.

(1) M109A7 PIM-SPH Performance Specification and M992A3 PIM-CAT Performance Specification. Although these documents are subject to change, please study these documents carefully, as any significant deviation from the existing interface requirements would likely render a product unsuitable in light of the urgency of this effort.

(2) M109A7/M992A3 vehicle delivery schedule

INSTRUCTIONS FOR COMPLETING SURVEY:

1. Number each response with the appropriate question number.

2. You do not have to repeat the question in your response.

3. If you cannot answer the question, please indicate “No Response.”
