CMO Control Number: 2019-062
Government would require Logistics Documentation for each design including the development of Technical Manuals (TMs). Developing TMs is a labor-intensive task and the development of TMs for two individual designs would cost excessive time and funding. During Fielding, the Government would require New Equipment Training (NET) for each design. Furthermore, the Government would be required to sustain both trailer configurations. This would require the Government to procure two different sets of spare parts and repair tools.
Sustaining two different trailer configurations would be inefficient and uneconomical especially since the Government will deploy these trailers worldwide.
6. Market Research: On 26 August 2016, the Government awarded a MA-IDIQ contract with two option years to two Original Equipment Manufacturers (OEMs). The Government competitively selected Schutt Industries of Clintonville, WI and Load King Manufacturing of Elk Pointe, SD as the two OEMs. In addition to awarding the basic IDIQ contract to the OEMs, the Government simultaneously awarded DO 0001 to each IDIQ contract holder that procured two EA trailers per OEM. The Government subjected the OEM’s trailers to PPT and the Government selected Schutt Industries’ design through a competitive FOSR to enter LRIP in February 2019. Although Load King could perform this effort, the Government is not providing fair opportunity for the reasons stated in paragraph 5 above.
7. Other Facts: Not Applicable
8. Actions to Increase Competition: Per contract paragraph C.5 and subject to FAT approval, the Government intends to continue into Phase III Full Rate Production (FRP) with a single OEM, Schutt Industries. The Government intends to competitively solicit all future requirements for the M870A4 after expiration of the current contract.
