1 Solicitation N/A Are the coupling units to be brand name only, or can an equal product with tech documents be quoted?

The coupling units are to be manufactured in accordance with the government provided technical data package; no specific brand is required.

15‐Dec‐15 18‐Dec‐15

2 Technical Data Package (TDP)

11‐1‐1727 Rev U 1) Incorrect GD&T and 2) unclear feature, see marked up rev P. Request a correction be made.

11‐1‐1727 is at revision U, not P as the comments are referring to. The correct revision levels are in the TDP.

5‐Jan‐16 13‐Jan‐16

2a. TDP 11‐1‐1727 Rev U GD&T, and unclear feature are still incorrect. On the GD&T the diameter symbol should not be there, we will complete an engineering change proposal (ECP) to make this change. Exhibit A should clarify the unclear feature.

20‐Jan‐16 21‐Jan‐16

3 TDP 11‐1‐1717 Rev H Removed .375 thickness dimension (in error). Can the drawing be changed, or should the contractor apply for a waiver?

Yes, the thickness should be .375, no waiver will be required since the government will need to complete an engineering change proposal for the part. Currently no thickness is on drawing, making the part unbuildable.

5‐Jan‐16 13‐Jan‐16

4 TDP 11‐1‐1721 Rev G Added flag note 2 with proof load testing requirements.

Added ‘Proof load’, ’60,000 LBS’ and arrow notations. Request clarification on acceptance rejection criteria for "permanent deformation. "

No permanent deformation. Deformation is referring to any changes in the shape or size of the part due to the applied force.

5‐Jan‐16 13‐Jan‐16

4a. TDP 11‐1‐1721 Rev G Part is in an assembly. Permanent deformation will occur because assembly parts will move. Impossible to comply.

The requirement remains unchanged. However, after 60,000 lb. load test is completed, a dimensional and visual inspection will be performed to see if there are any deformations.

20‐Jan‐16 21‐Jan‐16

5 TDP 11‐1‐3924 Rev C Added note 1 proof load test. Request clarification on acceptance rejection criteria for "permanent deformation."

No permanent deformation. Deformation is referring to any changes in the shape or size of the part due to the applied force.

5‐Jan‐16 13‐Jan‐16

5a. TDP 11‐1‐3924 Rev C Part is in an assembly. Permanent deformation will occur because assembly parts will move. Impossible to comply.

The requirement remains unchanged. However, after 60,000 lb. load test is completed, a dimensional and visual inspection will be performed to see if there are any deformations.

6 TDP PL11‐11737 MS51844‐62 CRES not copper. Request a correction be made. PL11‐11737 is at revision C, not A as the comments are referring to. The correct revision levels are in the TDP.

5‐Jan‐16 13‐Jan‐16

6a. TDP PL11‐11737 Feature is still incorrect. No. 23 in the nomenclature section should be changed to read "may conform to MS51844‐82 or equivalent."

7 Solicitation N/A Are we permitted to send our bid proposal directly to the Contract Specialists email address, as an alternative to the FBO Response System?

In accordance with FAR clause 52.204‐4016(b) vendors are required to submit a quote or proposal via the Federal Business Opportunities (FBO) system.

8‐Jan‐16 13‐Jan‐16

8 Solicitation N/A Is it possible to be quantitatively more specific on the Ordering Year Quantities, for Years 2 through 5? Or can you elaborate what is the "12 months average monthly demand, with contract factors built in, plus a 25% increase per year?"

The amount indicated for each contract line item number (CLIN) is estimated by taking the item's average monthly demand, and multiplying by 12 months to get the total yearly demand. The total yearly demand is then increased by 25% to come up with the estimated quantity for each ordering year.

8‐Jan‐16 13‐Jan‐16

9 Solicitation N/A Can an extension be granted on the solicitation to make up for the time lost due to the holidays?

An extension will be granted to 25 January 2016. 8‐Jan‐16 13‐Jan‐16
