SCOPE OF WORK

For

Digital Video Distribution Box repair and upgrade (DVDB)

C.1 General Information: This requirement is for the repair of the following: P/N: 12484070, NSN: 5855-01-537-1406 or P/N: 12484070-1, NSN: 5855-01-588-5668. The repairs and/or upgrades are part of the Army Material Command (AMC/TACOM) secondary item repair program. This scope of work (SOW) covers the inspection, testing, repair, upgrade and acceptance requirements of DVDBs.

C.2 Definitions:

C.2.1 Code F asset, unserviceable (repairable): Economically repairable material which requires repair, overhaul, or reconditioning;

includes repairable items which are not radioactively contaminated.

C.2.2 Code A asset, Serviceable: New, used, or reconditioned material qualifications, serviceable and issuable to all customers without

25 78

Name of Offeror or Contractor:

limitations or restrictions.

C.3 Clean, Inspect & Test (FIRM FIXED PRICE -- CLIN 0011-0015):

C.3.1 Repair Only (FIRM FIXED PRICE -- CLIN 0021-0025):

C.3.1.1 Repair and Upgrade (RESET) (FIRM FIXED PRICE -- CLIN 0031-0035):

C.3.2 Inspection Process: The Government will send unserviceable DVDBs to the contractor for repair or upgrade or both. The work that needs to be done is based on part number. Rev P and lower require repair and upgrade. Rev R and units labeled "Reset" only need repair.

Upon receipt of the DVDBs the contractor shall notify the Government in writing via email an acknowledgement of receipt within 72 hours or 3 business days. The DVDBs shall be identified in the email by part number, national stock number and unique serial number. The contractor will inspect and test (Code F) DVDBs by type (IAW Performance Specification 12484133) to determine repairs/upgrades necessary to return DVDBs to a condition (Code A). The DVDBs that have repair and/or upgrade cost exceeding 70% of DVDB replacement cost will be scrapped. Scrap DVDBs may be used for repair of other DVDBs as long as the components are in good condition and not the reason for the non-repairable determination. DRS tracks all units on contract through RELEX and will provide a monthly status report by SN for this effort. All DVDBs that are P/N 12484070 shall require upgrade per the RESET requirements to P/N: 12484070-1-RESET, or both upgrade and repair. P/N12484070-1 and P/N: 12484070-1-RESET will only require repair.

The DVDB PNs 12484070 or -1 Rev P or lower are the units that require RESET. These units go through the upgrade effort (RESET) to become equivalent to Rev R. The unit is then relabeled as 12484070-1-RESET.

The DVDB PNs 12484070-1 Rev R and 12484070-1-RESET units will only require the Evaluation, Clean, Test and return effort. If these units fail test, they will be evaluated for repair needed and reported for determination of path forward.

C.3.3 If a DVDB is determined to be non-repairable, the contractor will notify the Government COR via email, with accompanying paperwork. The COR will make a determination whether another DVDB(s) will be substituted for any non-repairable DVDBs and shipped in its place. If stock is available, these unserviceable DVDBs will be replaced.

C.3.4 The contractor shall perform DVDB disassembly and reassembly and shall be accomplished in accordance with OEM internal build/RESET instruction process.

C.4 Quality Control: The Contractor shall maintain and provide a copy of the current quality control program in use to ensure products are in accordance with this SOW and standards.

C.4.1 CARC painting: Protective finishes shall be in accordance with MIL-STD-171. Application of Chemical Agent Resistive Coating (CARC) paint shall be in accordance with 19207-12350824. The DVDB assembly shall be painted FED-STD-595B color 24533, light green with semi-gloss finish or finish No. 7.5.2 color 37038, hard anodize, with a flat or lusterless finish.

C.5 Inspection and Acceptance shall be performed by Defense Contract Management Area Office located in the region of the contractors facility. Upon completion of these test and validations, the Government inspector shall sign the DD250 or other USG appropriate acceptance documents for each shipment. The DD250 or other authorized document shall be uploaded into Wide Area Workflow for contractor payment. The contractor shall provide a copy of the USG signed inspection and acceptance document to the COR and Item Manager prior to shipping the DVDB back to Army Supply System.

C.5.1 Access to Procedures, Records, Data and Facilities: The contractor shall allow the contracting officer or their duly authorized representative(s) access to and rights to examine any documents or records related to this contract.

C.5.2 Inspection and Acceptance Procedures: The Government will have the right to conduct surveillance of the contractor's performance and any documentation or written material in support thereof under this contract. The contractor's progress will be evaluated from the

Scope paragraph as outlined in Section 1. The quality and effectiveness of contractor's output will be evaluated by the quantity and quality of DVDBs inspected and repaired and the progress of the mission as defined by the Government DVDB COR. The Governments COR will conduct such surveillance of the contractor's performance under the contract as determined appropriate and necessary.

C.5.3 Failed Govt Inspection & Acceptance: If repaired DVDB(s) do not pass Government inspection and acceptance, the DVDB(s) shall be corrected with no additional cost to the Government and re-worked. The failed DVDB serial number shall be recorded and added to the

Contractors Monthly Maintenance Performance/Inspection Report (CDRL A002).

C.6 Disposition of Replaced parts: For a period of 30 days, starting once units are shipped, the contractor shall keep on hand all parts to include electronic parts, circuit card assemblies, circuit boards and wiring harnesses replaced during repair or upgrade of DVDBs.

During that time period the contractor shall permit Government inspectors to examine and take possession of any unserviceable parts upon request. After 30 days, the contractor shall dispose of the repair parts in accordance with federal, state, and local laws and ordinances.

C.7 Government Surveillance: The Contracting Officers Representative (COR) performing surveillance will document high quality performance (e.g. timely delivery of products, accuracy and quality content of reports) and ensure this record of performance becomes a part of the contractors past performance record for each order.

26 78

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

C.7.1 Remedies: Timely submission of all deliverables addressing all required content in a quality manner is paramount; therefore, contractor failure in this contract may result in (1) withholding of payments until the Government can determine the ramifications of the below standard performance; (2) contractor correction at no additional cost to the Government; and (3) documentation of negative past performance. If the contractor believes that there are excusable circumstances, the contractor shall inform the contracting officer. Excusable circumstances may result in adjustment of the consequences mentioned in this paragraph. This paragraph does not invalidate any of the usual rights allowed by FAR clause 52.246-2 -- Inspection of Supplies -- Fixed Priced.

C.8 DELIVERABLE REPORTS (Exhibits): Not Separately Priced (NSP)

C.8.1 A001 Quality Control Plan: The contractor shall provide a copy of their quality plan DRS POL-001 QMS (Quality Management System)

Manual.

C.8.2 A002 Monthly Maintenance Performance/Inspection Report: The contractor shall deliver monthly Reports in accordance with CDRL A002 that reflect the contractor scheduled performance and progress as well as accomplishments and efforts completed. This report will be submitted monthly, with the date of submission to be no later than (NLT) the 20th working day of the following month. This report will describe the prior months activities and actions.

C.8.3 A003 Start of Work Meeting (SOWM). The contractor shall be prepared to host a start of work meeting at its facility if the

Government deems necessary, unless some other location or media is designated in the contract. This shall take place within 15 days after the award of the contract.
