Sources Sought Synopsis:
This announcement constitutes a Request for Information (RFI) only by the Army Contracting Command - Warren (ACC-WRN) to conduct a market survey to assess industries’ current capabilities for potential hot water heaters to support various shower units, laundry units, and field kitchens in various theatres of operations. This RFI does not constitute a commitment, implied or otherwise, that ACC-WRN will take procurement action in this matter. Any information provided does not constitute a proposal, but will be considered an exchange of capabilities and ideas. Neither ACC-WRN nor the Government will be responsible for any cost incurred in furnishing this information.
Some of the desired water heater attributes include, but are not limited to, the following:
The water heater will be used by the military to provide hot water for showers, laundry, hospital and kitchen applications in the field. It will meet MIL-STD-810 criteria for improved field ruggedness, increased reliability and service life in the field. The water heater will be a multi-fuel fired vessel with a 40-gallon water capacity, weighing less than 500 lbs, and having a maximum cube of 46.8 cubic feet. It will have a heating capacity of 400,000 BTU/hr and provide an 89°F water temperature rise at a rate of 9-gallons per minute. The water heater will meet ASME Boiler and Pressure Vessel Code Section IV, Part HLW and be rated to 75 psi. The water heater will have a UL certified commercial burner. The water heater will have a minimum system efficiency of 78% and a maximum smoke spot number of 2. The most advanced safety features and built-in-diagnostics will be incorporated into the water heater to include audible alarms and light indicators signaling flame failure, low water, high temperature, heater-on, and call-for-heat, providing uncomplicated troubleshooting and improved safety. All diagnostics will be located to be easily visible to the operator. The water heater will be equipped with an integral forklift access skid and a handrail for localized field positioning.
All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience and a response to the questions in the table below. Information submissions must be received no later than 30 days following posting of the RFI. Responses to this notice should be directed via email to: STEPHEN PEEPLES, stephen.j.peeples2.civ@mail.mil.
