CMO Control Number: 2014-111 Apache Servo Valves Repair (AH-64D/AH-64E)
Est. Dollar Value: $1,800,000
Justification and Approval For Other than Full and Open Competition
1. Contracting Agency: Army Contracting Command-Warren (ACC-WRN)
2. Description of Action: This action will result in a three year, firm fixed price contract with Moog, Inc. East Aurora, NY for the depot level repair of the AH-64 Apache Area Weapon System (AWS) servo valves. Award is projected for the 3QFY14 and Army Working Capital funds (AWCF) will be used
3. Description of Supplies/Services: Current requirements are for the contractor to provide services and materials necessary to repair two servo valves that are components of the Apache AWS in the following quantities by fiscal year:

The AWS requires two separate hydraulic servo valves for proper operation:
a. P/N 7-217221427 Turret Azimuth Servo Valve responds to turret control system control signals to command the turret hydraulic motor speed and direction. This capability enables the gun turret to maintain an accurate line of sight for the 30MM M230 Automatic Gun.
b. P/N 014484-501 Carrier Drive Servo Valve responds to ammunition handling system (AHS) control signals to command the carrier drive assembly hydraulic motor speed and direction. This capability enables the AHS to load 30MM ammunition into the ammunition magazine, and provides hydraulic motor assistance to drive the ammunition to the M230 gun during firing.
The total value for the three year contract is estimated at $1,800,000.00
4. Authority Cited: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” FAR 6.302-1(a)(2)(iii)(A) services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited:
8. Market Research: ARDEC Engineering conducted Market Research on 10 July 2013 and reconfirmed that market research on 13-15 May 2014. Based on internet research of search engines Thomas Net and Bing, using terms such as “servo valve overhaul”, “014484-501 repair”, “7-217221427 repair” “A57780-1 repair” and “B38736-1 repair”, multiple company websites related to servo valve repair/overhaul were identified by the search engines (e.g. PSI Repair Services Inc., Perfection Servo, Precision Fluid Power);
however, no repair sources were found that could satisfy the Government’s immediate requirement for overhauling and testing these specific servo valves. This was determined by searching each company’s cataloged lists of servo valve models supported. For the entire list of potential repair sources identified, no websites listed the two Moog servo valve part numbers as servo valve models that the potential repair sources serviced.
Even further market research was conducted when, NAICS 541990 and keyword “servo valve”, was entered into a search engine for the Small Business Administration’s database of companies. No company profiles were populated during the search.
The market researcher concluded that while multiple companies exist that are capable of servicing commercial, non-aerospace servo valves, only Moog, Inc. possesses the proprietary TDP required to manufacture or specify the unique repair parts required for these specific servo valves, flight tested and airworthiness qualified for use in the AH- 64.
9. Interested Sources: To date, no other sources have expressed an interest. The notices required by FAR 5.201 will be published and any proposals received shall be considered.
10. Other Factors:

b. Acquisition Data Availability: The Government does not have the necessary data, and there are currently not any actions in progress or planned to compile a competitive procurement package. As stated above, compiling a competitive procurement package would result in substantial duplication of cost to the Government that is not expected to be recovered through competition
