DEPARTMENT OF THE ARMY

Justification and Approval for Other than Full and Open Competition

CorasWorks Corporation Portfolio Project Management

1. Contracting Activity: The US Army Tank-Automotive and Armaments Command-

Life Cycle Management Command (TACOM-LCMC), Attn: AMSTA-AQ-ASGA, Warren, Michigan 48397-5000 is the procuring activity responsible for this action.

2. Description of Action: It is proposed to issue a new RDTE-funded, firm-fixed-price, level-of-effort contract, with a 9 month period of performance, to provide contractor services to the US Army Tank-Automotive Research, Development & Engineering

Center (TARDEC). The estimated dollar value of this action is $357,000.00. Request approval of a sole source acquisition of professional services from CorasWorks

Corporation, 12007 Sunrise Valley Drive, Suite 285, Reston, VA 20191 for the design, architecture and implementation of a Project Portfolio Management (PPM) application with all the necessary data points and business processes captured therein in alignment with the RDECOM System engineering OPORD 10-065 ANNEX C. The PLM solution will provide support and functionality for automatically generating the Quarterly Internal

Review (QIR) for each project being reported. The application will allow for both data input for the specific QIR and automatic incorporation of live data from the repository of data for a given document. Historical changes will also be tracked and viewable by approved users. End user training will also be created by CorasWorks Architects involved in the design and implementation of the application in order to ensure a smooth ramp up for the user community.

3. Description of Supplies/Services: Customize and configure the CorasWorks Project

Portfolio Management Software Application to meet TARDEC and NSRDEC’s specific

Project and Portfolio Management capability requirements (e.g. implement TARGET

Stage-Gate, OPORD 1065 data collection and reporting, EVM, composite roadmapping, time-phased portfolio visualization, strategic planning, user training, etc).

4. Authority Cited: 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: Request sole source award to CorasWorks Corporation.

Rationale is as follows:

NSRDEC and TARDEC selected CorasWorks' Project and Portfolio Management (PPM) software for the NSRDEC and TARDEC PLM application after an open and competitive process. CorasWorks PPM was selected because it best met TARDEC’s required and desired functional requirements, leveraged the Microsoft SharePoint platform and was most cost effective against other PPM software competitors. It was also determined that using a PPM product was much more cost effective and timely than hiring a contractor to build out a custom solution on SharePoint (or any other platform). The base CorasWorks

PPM software application was purchased as a bundle with other CorasWorks SharePoint development applications under a separate collaborative contract by the TACOM LCMC, TARDEC and NSRDEC G6 office. However, the out-of-the-box PPM application does not fully meet the robust functional requirements of NSRDEC and TARDEC. As the

PPM software code is proprietary and solely developed in-house by CorasWorks, they are uniquely qualified to quickly and efficiently develop and integrate our functional requirements into their software. CorasWorks PPM provides comprehensive project planning, tracking, management, approval and reporting functionality. Using contractors to build a custom solution on Microsoft SharePoint or other platform would cost much more than starting with a product, and would also carry ongoing heavy maintenance.

TARDEC leverages several man-years of investment CorasWorks made in the creation of their PPM software product. CorasWorks PPM software was acquired using the GSA schedule. The CorasWorks PPM has been generally available for over a year, and has several impressive implementations. Although there are many contracting services firms that have CorasWorks Platform (v11) experience, none of them have PPM expertise or experience. Trying to use alternative service providers would significantly increase the risk of a successful project implementation, and would absolutely expand the time and cost as they come up to speed at TARDEC’s expense. The strategy is to use CorasWorks professional services resources for the initial PLM implementation, and then consider using alternative CorasWorks Partners or other firms for any follow-on work (if needed).

In addition, the CorasWorks PPM tool already has an approved Certificate of Net worthiness, therefore would be immediately installable and usable on our servers. Other competing PPM tools would require a long NETCOM certification process before we can deploy.

No pending purchases of similar CorasWorks PPM capabilities have been found.

6. Efforts to Obtain Competition: CorasWorks is the sole supplier of this Portfolio

Project Management solution. Market research has been conducted within the TACOM

LCMC partners to reach this conclusion. TARDEC has confirmed that there are no other services firms that have CorasWorks PPM experience and expertise. Other firms with

SharePoint and/or CorasWorks Platform experience would want to provide custom-built solutions, which has been determined as not-suitable alternatives. As an alternative to purchasing the CorasWorks PPM tool, one option is to just purchase a competing vendors

PPM tool that better matches our requirements. Although there are many competing PPM vendors that offer more complex solutions, CorasWorks offers a solution at a price point that is orders of magnitude less than the more well established PPM vendors (i.e. $30k vs.

$500k+ per site license). Leveraging the SharePoint based CorasWorks PPM tool ensures widespread availability across the LCMC. This was the compelling reason for the

TACOM LCMC, TARDEC and NSRDEC G6 office to include the PPM application within their CorasWorks software bundle purchase.

7. Actions to Increase Competition: CorasWorks has planned a free training session for its current partner, Ecosystem, for December 2011. Six (6) partners have committed to attend, and three (3) others are tentative. While none of these partners will be adequately trained in TARDEC’s timeframe, CorasWorks may choose to select some of them to participate in TARDEC’s delivery as a way to enable them to gain PPM implementation experience. This would enable TARDEC to pursue competitive bids for any future work (if needed). Further, TARDEC will encourage other services firms to become proficient on CorasWorks PPM. It is conceivable that our own government system administrators and programmers would understand the CorasWorks PPM software sufficiently to perform future in-house software enhancements.

8. Market Research: The performance of internet searches on 21 July 2011 and 7

October 2011 to locate CorasWorks PPM proficient consultants/programmers yielded zero matches. While there are many consultants/programmers that develop solutions based on SharePoint 2010 capabilities, none indicate any proficiencies or experience with the CorasWorks suite.

9. Interested Sources: The notices required by FAR 5.201 will be published via a combined synopsis and solicitation. Any bids or proposals received shall be considered.

At this time, the only interested source is:

10. Other Facts:

a. Procurement history: CorasWorks V11 and PPM suite purchased in FY 2011. Army

Contracting Command - Warren conducted the acquisition and awarded contract number

W56HZV-11-F-A629 on 28 Sep 2011 against GSA contract GS-35F-0816P.

b. There is no acquisition data availability.

c. There are no unusual and compelling urgencies to note over and above the stated efficiencies and risk reduction the agency would obtain by purchasing through the

CorasWorks company.

d. This procurement action does not include any provision for subcontracting competition. Currently there are no viable subcontractors available with CorasWorks

PPM experience. Efforts to develop subcontractors for possible future purchasing actions has been noted above in section 7: Actions to Increase Competition.
