CMO Control Number: 2015-011
DEPARTMENT OF THE ARMY
LIMITED SOURCE JUSTIFICATION
FOR GSA PURCHASES ABOVE THE SIMPLIFIED ACQUISITION THRESHOLD
1. Contracting Activity: Army Contracting Command-Warren (ACC-WRN) is the procuring activity for this action.
2. Description of Action: ACC-WRN proposes to award a Firm Fixed-Price (FFP) modification to extend service support under OMNIBUS III Blanket Purchase Agreement (BPA) W56HZV-09-A-A909 task order 0007 by up to twelve months. The proposed modification will add a six-month base period and two three-month option periods, and will provide the coverage needed through December 2015. The award will be made via modification of task order 0007 of the BPA. The total estimated value is $2.3 million ($1.12 million for the six-month period and $600 thousand for each of the two three-month periods) increasing the task order from $7.3 million to $9.6 million. Fiscal year 2014 Pseudo Foreign Military Sales (FMS) Afghan Security Force Funds (ASFF) will be used.
3. Description of the Supply or Service Purchased: These services are currently provided by Baum, Romstedt Technology Research Corporation (BRTRC) of Fairfax, Virginia under BPA W56HZV-09-A-A909 task order 0007. Task order 0007 was awarded to BRTRC in March 2012 to provide programmatic, logistics and administrative services in support of Product Manager Allied Tactical Vehicles’ (PdM ATV) forward product office in Afghanistan. Specifically, BRTRC manages and updates training schedules for the Afghan National Army (ANA) Armor Branch School’s (ABS) operators and field-level maintenance New Equipment Training (NET) for the Mobile Strike Force Vehicle (MSFV); logistically manages a fleet of over 100 non-standard tactical vehicles at seven different locations throughout Afghanistan *; coordinates, tracks and inventories spare parts shipments; coordinates vehicle deprocessing and fieldings; and manages PdM ATV’s property book. All of these tasks are required to continue into Calendar Year (CY) 2015 because of slippages in the training schedules, as a result of delays in recruiting the required amount of Afghan Soldiers, to accomplish the training.
*The current task order only provides support through December 2014, and PdM ATV does not have, nor can it achieve the Government manpower levels required to perform these tasks in our forward deployed location. *
4. Authority Cited: This sole-source acquisition is authorized under 40 U.S.C. 501 and FAR 8.405-6. Specifically, FAR 8.405-6(a)(1)(i)(C) provides that limiting sources is justified where, “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”

5. Reason for Authority Cited:
a. These services are a logical follow-on to task order 0007 issued against Federal Supply Schedule OMNIBUS III BPA W56HZV-09-A-A909. ACC-WRN placed task order 0007 after providing a task order request to all OMNIBUS III BPA holders and giving them a fair opportunity to be considered for the task order award, in accordance with the applicable ordering procedures under FAR 8.405-3(c). The original order, therefore, was not issued under sole-source or limited-sources procedures.
b. The sole source logical follow-on to task order 0007 is in the interest of economy because PdM ATV estimates it would cost approximately $412 thousand to deploy a new contractor to fulfill this requirement. This cost includes two to three months of overlap training and various pre-deployment expenses, such as attaining proper security clearances and badges, completing medical clearance procedures and inoculations, and completing Individual Replacement Deployment Training (IRDO).
Since BRTRC is already positioned in the Area of Responsibility (AOR), these costs would not be duplicated, thus making this the most economical method of fulfilling this requirement. Any monetary gain realized by competing this requirement would not be enough to offset the additional cost of $412 thousand required to train and deploy a new contractor for up to a 12 month effort.
c. The logical follow-on to task order 0007is in the best interest of efficiency because BRTRC is already positioned in the AOR, which will allow them to continue performing these services without a break in coverage. Further, BRTRC has acquired specialized knowledge over the course of this task order, which cannot be easily or quickly transferred to another source. Any new contractor would need approximately two to three months of extensive training on the MSFV to effectively coordinate and facilitate the operators and field-level maintenance NET, in addition to vehicle deprocessing and fieldings. A new contractor would also require approximately two to four months of extensive logistical training to effectively inventory, track and control high volumes of spare parts purchased to support thousands of non-standard tactical vehicles within the ANA’s fleet. Therefore, award to a new contractor would be inefficient due to the duplication of training, and the inevitable four to seven month delay associated with the gaining this training.
6. Market Research: Logisticians from PdM ATV conducted market research for this requirement in August 2014. The logisticians reviewed current General Services Administration (GSA) schedules of BPA holders and found multiple contractors that are capable of performing this type of work. The Contractors who proposed on the effort when it was competed include: Booz Allen Hamilton, PD Systems and VSE Corporation.
However, the research also revealed no other contractors, aside from BRTRC, have personnel currently positioned in the AOR with the knowledge base and experience needed to continue performing these services for PdM ATV without a break in coverage. As stated in the paragraph above, to have another contractor trained would result in seven month delay. Therefore, through market research it was determined that a follow-on action is the only logical method for fulfilling this requirement.
7. Actions to Increase Competition: No specific actions have been taken to increase competition for this requirement. This action represents the final procurement for programmatic and logistics services in support of PdM ATV’s project office forward as the full responsibility of lifecycle management will be transitioned to the Afghan National Security Forces (ANSF) by 1 January 2016 *.
8. Other Factors:
a. Procurement History: BPA W56HZV-09-A-A909 task order 0007 was awarded on 01 March 2012 against the OMNIBUS III Multiple Award Schedule (MAS) BPA. The order provided for a six-month base period, and two option periods of twelve and three months respectively. The base period consisted of 17,825 labor hours for the period 01 March – 30 September 2012. The first option, which was exercised on 21 September 2012, consisted of 20,280 labor hours for the period of 01 October 2012 – 30 September 2013. The second option, which was exercised on 18 September 2013, consisted of 5,100 labor hours for the period of 01 October 2013 – 31 December 2013.
b. On 24 December 2013, BPA W56HZV-09-A-A909 task order 0007 was modified to add an 11-month period and a one-month option period for additional support. A Limited Source Justification (LSJ) citing FAR 8.405-6(a)(1)(i)(C) “Limited Sources” was approved for this action by the Competition Advocate on 23 November 2013. The total current obligation for this order, including the above-mentioned modification, is $7.4 million.
