Department of the Army Limited Source Justification for GSA Purchase above the Simplified Acquisition Threshold

1. Contracting Activity: Army Contracting Command-Warren (ACC-WRN) is the procuring activity for this action.

2. Description of Action: ACC WRN proposes issuing a task order extension against OMNIBUS III blanket purchase agreement (BPA) W56HZV-09-A-A905 task order 0011.

The extension to task order 0011 shall provide continuous cost analysis services on a firm-fixed price level of effort basis. The proposed extension will add a three month base period of performance and three one month options (six months total). The estimated value of this extension is $1.3 million, including the option periods, increasing the task order from $3.2 million to $4.5 million. Research, Development, Test and Evaluation, Army (RDTE), Other Procurement, Army (OPA), and Procurement of Weapons and Tracked Combat Vehicles, Army (WTCV) funds will be used for this effort.

3. Description of the Supply or Service Purchased: These services are currently provided by Camber Corporation (Camber) of Huntsville, Alabama under BPA W56HZV-09-A-A905 task order 0011 awarded on 5 April 2012, with a period of performance that currently ends on 31 December 2014. Camber provides cost analysis, analytical and technical services and products for the TACOM Cost and Systems Analysis (C&SA) office, whose internal customers include the TACOM Life Cycle Management Command (LCMC), Program Executive Office Combat Support & Combat Service Support (PEO CS & CSS), Program Executive Office Ground Combat Systems (PEO GCS) and their subordinate Project/Program Manager Offices (PMs). TACOM Cost and Systems Analysis requires this support capability in order to have sufficient experienced resources to meet the cost analysis services requirements for PEO programs. Camber will continue to provide cost, economic, and technical analysis and products for combat support and ground combat systems weapon systems, information management systems, as well as associated acquisition and financial management reporting. Specifically, Camber has completed a Joint Light Tactical Vehicle (JLTV) Draft Cost Analysis Requirements Document (CARD) under the existing task order and and a Final CARD is needed to support the Army Cost Position. Both the Draft CARD and Final CARD are required for Acquisition Category ID programs at specific dates leading up to a Defense Acquisition Board.

4. Authority Cited: This sole-source acquisition is authorized under 40 U.S.C. 501 and FAR 8.405-6. Specifically, FAR 8.405-6(a)(1)(i)(C) provides that limiting sources is justified where, “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”

5. Reason for Authority Cited:

a. This sole-source logical follow-on task order is in the best interest of efficiency because Camber has gained knowledge, experience, and expertise allowing it to execute the requirements under this logical follow-on more efficiently with fewer labor hours than if it was awarded to another contractor. Remaining with Camber for this logical follow-on will eliminate, or greatly reduce, the need to replicate a series of one-time requirements upon award to another contractor, resulting in a savings of approximately 240 labor hours.

Replicating of the one-time requirements would delay individual requirements by as much as two to three weeks or up to 240 hours (up to 25% of the period of performance for the three month base). One-time task order requirements that could be eliminated by continuing the effort with Camber are:

a) Development and submission for approval of Contractor Quality Control Plan

(QCP) (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 1.4.1.1 )

b) Establishing non-disclosures agreements and indoctrinating contractor personnel (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 1.4.4 )

c) Completion of background security checks of all contractor personnel before they can report for duty (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 1.4.8)

d) Acquiring contractor access to Government owned data, databases, and software (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 2.2 )

e) Preparation for, participation in, and travel to Warren, MI for a Start-of Work Meeting within two weeks of contract award (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 3.2.1)

f) Contractor development of an Approach Plan for execution of the task order within two weeks of contract award, with revisions due within 1 week (See, Task Order 0011, PWS for Costs Analysis Support Services, Para 3.2.1.1 )

Camber has completed a JLTV Draft CARD under the existing task order; however, a Final CARD is needed. The Final CARD updates the Draft CARD due to results from changes to the program and includes additional information that may have been left out of the Draft. Award to a new contractor would require additional labor hours to get to an equivalent level of proficiency to accomplish the finalization. The JLTV Draft CARD utilized 323 hours on the existing contract, if award was made to a new contractor, these 323 hours would be duplicated to complete the Draft CARD. Finalization of the

JLTV CARD is a logical follow-on to the work already completed by Camber under the existing task order.

b. This sole-source logical follow-on task order is in the best interest of economy because the Government will avoid paying for additional labor hours associated with awarding to a new contractor. With an average incumbent labor rate of $150 per hour under the existing task order*, retaining the current contractor would result in an economic savings of $84,450* for the Government. This represents a 13.4% savings for the three month base period and 6.7% savings over the entire six month extension.

c. If awarded competitively under OMNIBUS III, a new effort for JLTV CARD would take up to an additional three months to complete the award. In addition to the three months, the 323 hours would be added to the effort to get the contractor to the equivalent level to complete finalization of the JLTV CARD. These delays would significantly impact the delivery date of the Final CARD. To compete this effort, the inclusion of any of the one time requirements would directly impact the costs for this effort. With delays due to competing, the hours and cost associated with getting the contractor up to the equivalent level of efficiency for finalization, and additional costs needed for one time requirements, a follow-on effort is the most economical and efficient method of procurement.

6. Market Research: The TACOM Cost & Systems Analysis Office performed Market Research via Google internet searches of firms with similar cost analysis services within the past 30 days. The Market Research indicates that there are other firms with similar cost analysis capability that could provide similar services, but none with the exact knowledge and current perspective and experience with the Cost Estimating Surge capability, and that could meet the scheduled timeframe without causing program delays and duplication of cost. As detailed in Section 5, the services required are most economically and efficiently available from Camber Corporation.

7. Other Facts: To date there have been no negative performance issues with Camber Corporation.

8. Actions to Increase Competition: The logical follow-on exception permits the continuation of services to the incumbent on the basis of economy and efficiency; while actions are currently being taken to compete this requirement under OMNIBUS III.*
