ACC-WRN FORM 4203, AUG 2014 V1 PREVIOUS EDITIONS ARE OBSOLETE
Department of the Army Limited Source Justification for GSA Purchases above the Simplified Acquisition Threshold W56HZV-09-A-A904; Task Order 0046
1. Contracting Activity: Army Contracting Command-Warren (ACC-WRN) is the procuring activity for this action.
2. Description of Action: ACC-WRN proposes to award a new task order for support services under the OMNIBUS III multiple-award blanket purchase agreement (BPA).
The new task order, TO 0046, uses Federal Supply Schedule (FSS) GS-10F-0415M.
The new task order will be Firm Fixed Price-Level of Effort, and cover up to 18 months of requirements; broken into a 12-month base period and a 6-month option period. The base year will be funded with Fiscal Year 2015 Weapons & Tracked Combat Vehicle – Army (WTCV) Procurement funds. The option, if exercised, will be funded with appropriate Fiscal Year WTCV funding at the time of exercise.
3. Description of the Supply or Service Purchased: This action fulfills a Project Management Office-Stryker Brigade Combat Team (PMO-SBCT) requirement to acquire Command, Control, Communications, Computers, Surveillance and Reconnaissance (C4ISR) technical support which is needed to fill manpower and capability gaps that exist within PMO-SBCT. Required services include systems integration, logistics, operations, troubleshooting, and test support needed to ensure the successful retrofit of the current Army Network onto Stryker vehicles during Reset and Fielding, and the successful integration and application of the Army’s Future Network.
Support is required at two primary locations: Joint Base Lewis-McChord (JBLM), WA;
and TACOM Warren, MI. In addition, technical support personnel may be required to travel to Stryker fielding sites in Hawaii (SBCT 5), Pennsylvania (SBCT 6), Germany (SBCT 2), and Texas (SBCTs 8 & 9); and test sites at Aberdeen Proving Grounds (Maryland) and Electronic Proving Grounds (Arizona).
This action will serve to bridge the gap between the current Task Order’s period of performance expiration and the award of the TACOM Strategic Sources Solutions (TS3) BPA, which is scheduled for award April 2015. This logical follow-on is in the best interest of the Government to prevent a break in the needed services.
The estimated value of the proposed follow-on action is $1.433M, inclusive of the option period.
Base Period (21 March 2015 – 20 March 2016) $0.945M Option Period 1 (21 March 2016 – 20 September 2016) $0.488M Total Estimated Amount $1.433M
The new task order will be awarded to Jacobs Technology, Inc.,1020 Titan Ct, Fort Walton Beach, FL 32547-1352 (CAGE: 7W309, DUNS: 118312784).
4. Authority Cited: This acquisition is conducted under the authority of the Multiple Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and in accordance with FAR 8.405-6, Limited Sources. Specifically, FAR 8.405-6(a)(1)(i)(C) provides that competition may be restricted for orders placed under FSSs where, “in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order, provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”
5. Reason for Authority Cited: The proposed logical follow-on task order is the most economical and efficient method of procurement for the Government.
a. Background: The original order was not issued under sole-source or limited-sources procedures. At the time of award of the original Task Order 0020, under BPA no. W56HZV-09-A-A904, all Omnibus III multiple-award BPA holders were given a fair opportunity to be considered for a task order award in accordance with FAR 8.405-2(c)(3). This follow-on task order is in the interest of economy and efficiency. The Government does not have experienced personnel available to perform the vital work Jacobs Technology, Inc. is performing. The incumbent contractor has been instrumental in executing the integration of the Army’s Capability Set 2014 (CS14) onto the Stryker platform and has served a critical role in planning the integration of additional facets of the Army’s Future Network within subsequent Capability Sets. A new contractor would not have the knowledge base or experience with the processes, people, or facilities to execute this follow-on task order in such a short period of time.
b. Economy and Efficiency: The period of performance under the current Task Order 0020 expires 20 March 2015. The scope of work requires intimate familiarity with the Stryker program, the SBCT network architecture, the Army’s future Capability Set integration plan, and the ongoing Network Integration Exercise (NIE). Since the current contractor, Jacobs Technology, Inc. has gained the required understanding, experience, and knowledge to successfully execute these efforts a change in contractors would cause PMO-SBCT to suffer unacceptable disruptions in the application of C4ISR hardware during vehicle Resets, Fieldings, and Test; to include the NIE effort. Additionally, PMO-SBCT would assume significant risk with respect to integrating future Capability Set technologies and maintaining Information Assurance compliance documentation commensurate with Army, DoD, and statutory and regulatory directives (Clinger- Cohen Act, Federal Information Security Act) if this Task Order was awarded to another contractor. There would be a considerable loss in productivity while the new contractor achieves proficiency in these areas. This cycle would then be repeated once the TS3 contract is in place and a new task order is awarded through a competitive action.
A new contractor would have to acquire intimate knowledge of the Army’s future
Capability Set integration plan and the Stryker Family of Vehicles (FoV) and Stryker Brigade Combat Team (SBCT) C4ISR architectures; resulting in a duplication of costs of at least $945K (5 man-years) to build the knowledge previously gained by the incumbent contractor. Any competing offeror would have to propose these costs as well as the training of personnel.
This logical follow-on action allows for a seamless continuum of these services, while bridging the gap between Task Order 0020 period of performance expiration and the award of the TS3 BPA.
6. Market Research: This effort was originally competed among all Omnibus III BPA holders. In accordance with FAR 8.404(a), ordering activities shall not seek competition outside the Federal Supply Schedule or synopsize the requirement. In February of 2015 market research was conducted by canvassing the General Services Administration (GSA) website to search for contractors that could perform these services. One contractor, The Tollover Group, was found to have the ability to perform C4ISR systems integration, logistics, operations, troubleshooting, and test support tasks. Although this contractor can perform general C4ISR support services, it was determined that this contractor could not gain the required understanding, experience, and knowledge of these Stryker specific efforts in the timeframe required.
7. Other Facts: N/A
8. Actions to Increase Competition: As stated previously, a competitive procurement is underway for the new TS3 BPA contract, scheduled for award in April 2015, which would fulfill the next multiple year requirements for C4ISR technical services for this customer. The effort under this current task order will be competed among the Offerors under the new BPA, and will be awarded on the basis of Lowest Priced Technically Acceptable to the Government.
