A.1 ITEM/DESCRIPTION OF REQUIREMENT

The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to award a sole source Firm Fixed Price (FFP) contract under FAR 13.501(a)(2)(i) to Active Decision Support, Inc. to include one base year and three

(3) 12-month option years, to provide Advisory Assistance for continued support and development of the Cost Comparison Tool for Stationing (CCATS) model update in support of the Center for Army Analysis (CAA).

In the event of a FOIA request for a copy of any award issued as a result of this solicitation, or any subsequent modifications to the contract, the contract and modifications will be released, including the awarded unit price. This is the notice required by Executive Order 12600 (June 23, 1987) of the Government’s intention to release unit prices in response to any request under the Freedom of Information Act (FOIA), 5 USC 552. Unit price is defined as the contract price per unit or item purchased as it appears in Section B of the contract and is NOT referring to nor does it include Cost or Pricing data/information. If an Offeror objects to such release in the base contract or contract modifications, the Offeror must notify the contracting officer in writing prior to the closing date identified in this solicitation and include the rationale for the objection consistent with the provisions of FOIA. A release determination will be made based on rationale given.

(g) Questions pertaining to this solicitation should be directed to the Contract Specialist identified on the cover page of this solicitation. Any questions regarding this RFP must be received by the Contract Specialist no later than 17 August 2023 5:00pm Eastern Time. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued. No phone calls will be accepted for any reason. All questions shall be in writing. The Government will post all Questions and Answers (Q&As) to SAM.gov no later than 12:00pm Eastern Time on 21 August 2023. The Government will notify potential offerors if an extension is needed to post the Q&As. A.5 ALL OR NONE-COMMERCIAL ITEM ACQUISITION

(a) This provision serves as an addendum that modifies paragraph (h) of FAR 52.212-1, entitled INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS. Paragraph (h) is modified to say that the proposal or quote must offer to provide the total quantity of the items in this solicitation.

(b) Only one award will be made as a result of this solicitation. Offers submitted for less than the total quantities of all the items in this solicitation will NOT be considered for award.

(c) Marking. Each box/pallet shall be marked to show the conformance to the International Plant Protection Convention Standard. The ALSC approved quality mark shall be placed on both ends of the outer packaging, between the end cleats or end battens. Pallet markings shall be applied to the side of the stringer or end of the block on diagonally opposite sides and ends of the pallet and be contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ALSC approved DUNNAGE stamp.

PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) Cost Comparison Tool for Stationing (CCATS) Support and Testing

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor shall provide all equipment, tools, materials, and services to assist in updating the Cost Comparison Tool for Stationing (CCATS) model as defined in this PWS at the contractor’s own location. The contractor shall perform to the standards in this contract.

1.2 Background:

1.2.1 The Center for Army Analysis (CAA) reestablished its stationing team to prepare to successfully execute a future strategic infrastructure directive from Congress and the Department of Defense (DoD). DoD first developed the Cost of Base Realignment Actions (COBRA) tool to evaluate the extent and timing of potential costs and savings of the closure or realignment of a base or facility in 1988. The Department of the Army was designated the Executive Agent for COBRA and has continually improved the model since 1991. Prior improvements include a CAA initiative completed to support the 2001 Quadrennial Defense Review (QDR) and a model update when a DoD Joint Process Action Team (JPAT) rewrote multiple algorithms to account for changes in technology and DoD business operations for Base Realignment and Closure (BRAC) 2005. DoD designed COBRA to provide real-time comparison of stationing scenarios to aid analysis and decision making, not to develop budget-quality estimates.

In 2016, the Office of the Secretary of Defense (OSD) initiated a JPAT to review and update the COBRA model’s structure, analysis capabilities, and algorithms, which will support strategic and day-to-day stationing decisions and prepare the model to support the next possible BRAC round. The resultant model will be the CCATS. T h e OSD and CAA co-lead the JPAT with participation from all Services. Active Decision Support, Inc. (ADS) has been working with CAA, since they reinvigorated their stationing team in 2014, and has been an integral part of updating the models and tools used in stationing analysis, training analysts, and providing subject matter expertise on various stationing efforts including the CCATS model update and CCATS JPAT. ADS has been assisting CAA in running the CCATS Phase 1 and is critical to the continued success of the follow-on phases of the update to include the phase covered by this contract, Phase 2. ADS will be assisting CAA with the updated CCATS model requirements.

1.2.2 A 2013 Government Accountability Office (GAO) report, Opportunities Exist to Improve Future Base Realignment and Closure Rounds (GAO-13-149), stated that the BRAC 2005 recommendations would result in savings, but that the COBRA model, underestimated costs, and overestimated savings. GAO believes that improvements could be made to the COBRA model that would produce more reliable initial cost estimates, and therefore a better basis for scenario comparisons.

1.2.3 The main goal of this project is to update the CCATS model. CAA plans to conduct the CCATS model update project alongside OSD in a three-phase effort: Phase 1 – CCATS model revision definition (define what the DoD needs to do); Phase 2 – CCATS model revision development and test (develop model with added functionality); and Phase 3 – Usage and maintenance. This study effort will cover Phase 2; Phase 1 was completed in January 2017. The key benefit of this JPAT effort and resultant CCATS model is a capability to meet the DoD’s need for analyses that supports strategic and day-to-day stationing decisions, realigning and/or closing bases and facilities. The analyses will meet the Congressional mandates on approved tools and processes – one that includes improved scenario cost estimates. Infrastructure and stationing analysis will be integral to supporting the decisions that Army senior leaders will need to make in the coming years. The web-based, permission controlled CCATS update will include

1) improved cost estimation, 2) enhanced analytics, 3) collaborative capabilities, and 4) database management capabilities. The DoD would own the updated CCATS model, and all Services could use it for stationing analysis at any level (e.g., day-to-day tactical level, installation operational level, and BRAC or other strategic studies).

1.3 Objectives:

1.3.1 The objective of this follow-on Phase 2 contract is to provide subject matter expertise and support to the CAA during the CCATS model revision development and testing. Certain specific functional enhancements and improvements will need to be made to the CCATS model. A Subject Matter Expert (SME) is required to advise CAA and the OSD JPAT on the CCATS model, on the requirements document developed in the Phase 1 JPAT as well as general information on the previous COBRA model and the BRAC process and DoD stationing process.

As such, the SME will be required to have extensive knowledge of the CCATS model, the CCATS requirement document developed in Phase 1 JPAT effort, the CCATS JPAT discussions, the COBRA model, and BRAC.

1.4 Scope:

1.4.1 This PWS provides for continuing model development support for the updated CCATS model. This support provides for continued assistance in model development, documentation, and testing support of the CCATS model as well as training development.

1.5 Period of Performance: The period of performance is a base year of 12 months and three

(3) 12-month option years. Any additional contractor CCATS work beyond the base year is subject to available funds. The Period of Performance for each year is as follows:

Base Year – 13 September 2023 to 12 September 2024 Option Year 1 – 13 September 2024 to 12 September 2025 Option Year 2 – 13 September 2025 to 12 September 2026 Option Year 3 – 13 September 2026 to 12 September 2027

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective Quality Control Plan (QCP)program for services that are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

The contractor shall deliver a QCP (Contract Data Requirements List (CDRL) A001) within 30 days after base contract award. After acceptance of the QCP the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to their QCP system.

1.6.2 Hours of Operation/Place of Performance:

1.6.2.1 CCATS model enhancement shall be done at an unclassified security level. The contractor may perform the majority of the CCATS update work at its own unclassified facility and may work hours of their own choosing, with the exception of coordination visits between CAA and OSD. The contractor may choose on their own whether to work any holidays or overtime at their own site. If the contractor decides to work any holidays or overtime, they will charge the Government only standard (not overtime or holiday) labor rates.

1.6.2.2 In addition, the contractor may be required to travel annually to CAA or to other Government facilities within or near the National Capital Region (NCR) for meetings. The purposes of these meetings shall be for coordination and consultation to ensure that algorithms that are part of CCATS are being implemented properly.

The contractor and technical Point of Contact (POC) shall make mutual arrangements in advance for all work conducted at CAA or alternate meeting locations and work must be conducted during times that CAA or alternate locations are open. Normally CAA will be open between the hours of 0800 to 1800 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work.

1.6.2.3 The following is a list of Federal holidays:

1.6.3 Security Requirements: All CCATS model development assistance shall be done at an unclassified security level using unclassified test data. While at CAA, contractor personnel without a clearance shall be escorted.

1.6.3.1 Physical Security. While at CAA, the contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.6.4 Post Award Conference/Periodic Progress Meetings: The contractor shall attend post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically, via call-in or in person, with the contractor to review the contractor's performance. At these meetings the Contracting Officer shall apprise the contractor of how the Government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.5 Contracting Officer. The Contracting Officer is the sole individual with authority to make changes to the contract terms and conditions.

1.6.6 Contracting Officer’s Representative (COR). The Contracting Officer will appoint a qualified COR. The COR is designated as the technical representative of the Contracting Officer for the purpose of technical surveillance of workmanship and inspection of materials for work being performed under contract. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.

1.6.8 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

1.6.9 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. While working at

CAA (or during meetings at other Government facilities) contractor personnel shall be required to wear badges that will be provided by CAA (or the facility where a meeting is located).

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1 GENERAL: The Government shall provide, the facilities, equipment, materials, and services listed below.

3.2 Equipment: When the contractor performs work at CAA, the Government will provide office space, furniture, and CAA computer systems throughout the duration of the contract.

3.3 Services:

3.3.1 Utilities. When the contractor performs work at CAA, all utilities in the facility will be available for the contractor’s use in performance of duties outlined in this PWS. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.

3.4 Facilities: When the contractor performs work at CAA, the Government will furnish workspace for the contractor to provide the support outlined in this PWS to include desk space, telephones, computers, and other items to maintain an office environment.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: Except for those items specifically stated to be Government furnished in Part 3, the contractor shall furnish everything required to perform this PWS.

PART 5

SPECIFIC TASKS

5.1 BASIC SERVICES. The contractor shall provide services for CCATS model development, testing, documentation, advisement, and other analytic support.

5.1.1 Task 1: Provide CAA Senior Advisor to support the CCATS revision project.

5.1.1.1 The contractor shall provide a Senior Advisor to the Government that has CCATS experience, knowledge of the CCATS JPAT, and understands the analytic context where CCATS is used, specifically with BRAC and other large scale infrastructure analyses. Senior Advisor should have subject matter expertise, who can provide CAA advice on how the CCATS model revision should provide analytic capabilities and improvements for large scale infrastructure analyses.

5.1.1.2 The contractor shall provide CAA recommendations on the development of a testing regime that ensures the revised model will meet mathematical accuracy and the analytic capabilities outlined within the CCATS model revision’s requirements document. (CDRL A003)

5.1.1.3 The contractor shall provide a monthly status report in accordance with CDRL A002 on CCATS programming team’s progress to include schedule, testing results, issues, possible requirement changes and other items of interest. Include summary for any meetings during the month that highlights meeting content, accomplishments, and possible issues/concerns.

5.1.1.4 The contractor shall provide CAA employees with documentation and training on CCATS model.

5.1.2 Task 2: Assist CAA with stationing and decision analysis

5.1.2.1 The contractor shall provide subject matter expertise to CAA regarding stationing and decision analysis, model development, appropriate use, and possible extensions. The contractor shall review analyses and provide assessments for quality and completeness. (CDRL A005).

5.1.2.2 The contactor shall provide training and documentation to CAA employees on stationing and decision analysis. (CDRL

5.2 Travel Requirements

5.2.1 Travel. Contractor personnel may be required to perform assignments that require occasional activity at distant locations, CONUS, to accomplish tasks in this PWS. Travel shall be for the purpose of supporting tasks listed in the PWS. The COR’s advance concurrence to planned travel is required. Travel shall be billed in accordance with the Joint Travel Regulations (JTR) and the limitation of funds specified in this contract.

5.2.2 All travel shall require approval/authorization and notification to the COR. All travel shall be performed and reimbursed at cost no fee in accordance with the JTR.

C C.1 iWATCH TRAINING

The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Anti-Terrorism Officer (ATO)). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR, if assigned, or the Contracting Officer. This training shall be completed within 60 calendar days of contract award and within 60 calendar days of new employees’ commencing performance, with the results reported to the COR, or Contracting Officer, no later than 30 calendar days after contract award. C.2 OPSEC TRAINING REQUIREMENT

Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of reporting for duty. All contractor employees must complete annual OPSEC awareness training.

OPSEC awareness training is available at: https://securityawareness.usalearning.gov/opsec/index.htm. Within 10 days of completing the training, the Contractor shall provide certificates/proof of completion to the Contracting Officer’s Representative (COR), if assigned to the contract, or the Procuring Contracting Officer (PCO).

C.3 CONTRACTOR EMPLOYEES WHO REQUIRE ACCESS TO GOVERNMENT INFORMATION SYSTEMS

All contractor employees shall be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services and must successfully complete the DoD Information Assurance Awareness training prior to access to the information system, and annually thereafter.
