Statement of Objectives (SOO) Spacesaver Floor Retrofit
1.1. BACKGROUND:
1.1.1. The Contractor shall furnish all labor, supervision, tools, equipment, and supplies as required and necessary for the installation of modular diamond plate steel flooring beneath all the carriages of six (6) Spacesaver high-density storage unit systems and the disassembly, movement, and reassembly of one of these compressed shelving units to an alternate location within the same room at the National Infantry Museum and Soldier Center (NIM-SC). The installation shall be completed as outlined in this document. There shall be no structural modifications except the installation of the rail systems and the plate steel flooring and ramping. The project includes delivery, assembly, configuration, and installation of modular diamond plate steel flooring for six (6) Spacesaver high-density storage unit systems. Services shall include moving of cabinets/storage containers to disassemble carriage rows, installation of cabinets/storage containers back on to the carriage rows, dust mitigation, training, warranty support, and stabilization of the completed systems. All work under this contract shall be performed in accordance with (IAW) the standards as contained or referenced herein.
1.1.2. Place of Performance: The primary place of performance is the National Infantry Museum and Soldier Center (NIM-SC), located at 1775 Legacy Way, Columbus Georgia, 31903. The NIM-SC consists of approximately 30.28 acres of land and a 188,665 square-foot (sf) building situated thereon, which are located between Fort Benning Boulevard and South Lumpkin Road, Columbus, Georgia. All work for this contract will be performed within the Army-exclusive artifact & archive storage spaces located in the basement area of the museum. This museum facility is owned and operated by the National Infantry Museum Foundation, Inc. (NIMF), which maintains a Facility Service Agreement Contract (W56HZV-22-C-L030) with the U.S. Army.
1.1.3. Hours of Operation: The Contractor is responsible for conducting business between the hours of 08:00AM and 04:00PM Monday through Friday, except Federal holidays or when the facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The normal public hours of operation of the NIM-SC are Tuesday through Saturday, 9:00 AM to 5:00 PM and 11:00 to 5:00 PM on Sunday.
Hours of work can be altered with the agreement from both the NIM-SC Government and Foundation staff.
1.2. GENERAL REQUIREMENTS:
1.2.1. The NIM-SC requires the installation of modular diamond plate steel flooring beneath all the carriages of six
(6) Spacesaver high-density storage unit systems. The Contract shall install nearly 58,271 square feet of MDF1000 modular diamond plate steel platforms, 14-gauge steel, powder coated paint finish flooring and ramp. The Contractor shall also disassembly, movement, and reassembly of one of these compressed shelving units to an alternate location within the same room at the National Infantry Museum and Soldier Center (NIM-SC). The contractor shall disassemble of one hand-controlled compressed shelving unit, move this system within the same room, complete installation of all rails, install new diamond plate steel ramps and flooring between each rail system, and reassemble the unit onto the carriages. The contractor shall also provide services pertaining to the disassembly of one carriage row from each of the other five (5) Spacesaver high-density storage unit systems and the comprehensive installation of modular diamond plate steel flooring and ramping to all these system units, with the final reassembly of each of the carriage rows.
1.2.2. Period of Performance (PoP): The PoP will consist of a 12-month base period and shall not exceed 365 calendar days from the date of contract award.
1.2.2. Pre-Work Phase: During this phase, the Contractor shall take part in a Kick-Off meeting at the NIM-SC to evaluate conditions, take appropriate measurements, and perform final review of work provided in the estimate before the start of work. This Kick-Off meeting shall occur within the first 10 days following the contract award date. At this meeting a walk through with the NIM-SC Facility Manager, NIM-SC Project Manager, and Contractor must also occur prior to any physical work commencing to ensure the Facility Manager can point out all potential hazards – fire hazards, sprinkler locations, piping, supply/exhaust vents, locations of fire extinguishers, etc. A hot work permit must be obtained prior to starting any grinding, cutting, or other evolution that has the potential of producing a spark. The Contractor shall provide a qualified “fire watch” during those evolutions.
1.2.3. During the Kick-Off meeting, the Contractor needs to coordinate with the NIM-SC Project Manager to identify which Spacesaver high-density system carriages need to be evacuated of artifacts for removal during the flooring updating project. Once identified, these select Spacesaver carriage rows will be evacuated of artifacts by the Government before any work will progress on the Spacesaver units. The Contractor, NIM-SC Project Manager, and Museum Director will all need to agree upon a sequence of work schedule that will allow the Government sufficient time for artifact relocation. With the sequence of work agreed upon, the Contract shall provide the timetable for the phased delivery of materials to the NIM-SC.
1.2.4. No modifications to the facility structure are required except attachment of floor rails and reinstallation of ramp and flooring.1.2.5. Security Requirements: The Contractor shall adhere to current Fort Benning Access and General Protection/Security Policy and Procedures. None of the Contractor’s personnel will require the issuance of a Common Access Card (CAC) or access to Fort Benning proper. The contractor and subcontractor personnel do not require access to Department of Defense (DoD) controlled installations or facilities, nor do they require access to any Government computer management systems.
1.3. GENERAL CONDITIONS:
1.3.1. The Contractor shall be responsible for assessing, evaluating, verifying, and confirming the conditions of the building, accessibility, site restrictions, parking, deliveries, loading dock, storage, staging, hours of availability/accessibility of all the above and any other conditions associated with, and which may affect cost of delivery.
1.3.2. The Contractor shall provide all equipment, materials, and services necessary for the performance and execution of this contract.
1.3.3. The Contractor shall provide a Contract Manager and an alternate to act on behalf of the Contractor on all matters regarding the operation of this contract.
1.3.3. All Contractor personnel shall receive a NIMSC Visitor’s badge each day and return at the end of the day to the NIM-SC Security Officer. This visitor badge shall be visible at all times.
1.3.4. The U.S. Government will not provide any equipment, fuel, personnel, utilities, or facilities to the Contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the period of an emergency.
1.3.5. The installation requires professional, trained personnel above the capabilities of the end user to ensure proper assembly and functionality, and validation of the system in expected working conditions free of any defects and continuation of manufacturer’s warranty. Installation technicians must be authorized Spacesaver distributors that can provide any parts needed to refurbish the system to like-new condition during relocation. This shall include a full system inspection, replacement of any worn or broken parts such as, but not limited to drive/guide wheels, wiring, logic boards, control heads, safety sweep devices, drive shafts, guide bearings, and electronic distance sensors.
1.3.6. The Contractor shall respond to incomplete work or service requests submitted by the Government for repairs and/or maintenance falling within the areas described in Section 1.6. promptly, but in no event more than thirty (30) days. For any maintenance or service requests taking over thirty (30) days to complete, the Contractor shall be required to submit a Corrective Actions Plan memorandum to the contract Project Manager or Museum Director explaining the situation and reasons for lateness, no later than five (5) days from the start of the complaint.
