Delivery is required by 30 November 2026 to Building 1094, 1094 Taylor Road, Fort Bliss, Texas 79916.
The procurement comprises four contract line items (CLINs): a rotary drill rig, drilling accessories and tooling kit, tow-behind air compressor, and rig spare parts kit. The rotary drill rig must meet specific technical specifications including dimensions of 76"–146" height, 34.5" width, and 113"–141" length; a 35–42 horsepower turbocharged diesel engine; hydraulic capacity of minimum 22 GPM at maximum 3,000 psi; a rotary drill head capable of 20 RPM and 3,500 foot-pounds of torque; drilling depth capacity of 80–100 feet; a high-speed winch with 1,100 pounds lift force; and a hydraulic mast providing 28,800 pounds lift force and 21,650 pounds pull-down force. The rig must be mounted on rubber tracks for portability. The drilling accessories kit includes 65 pieces of 5-foot RAB drill rod, 60 feet of augers, down-the-hole hammers, assorted bits, and spare parts, with depth capacity to 330 feet for rock and 80–100 feet for soil. The tow-behind air compressor must provide minimum 175 PSI and 300 CFM output. Equipment warranty covers material defects for six to eighteen months depending on acceptance timing.
