About this file

This document is a set of Questions and Answers (Q&A) regarding the Request for Proposal (RFP) for the TW24 Bus Transportation Services contract. The key details are:

The contracting agency is seeking a contractor to provide bus transportation services in Barbados during the period of performance from May 2-3 and May 17-18. The required bus capacity is 35 passengers per bus, and the contractor must be able to provide multiple trips throughout the day on those dates. Buses can select their own routes unless directed otherwise by Barbados Defense Force personnel. The contracting agency has amended the Performance Work Statement (PWS) to remove any overlapping dates between routes. Vendors are not allowed to provide multiple smaller buses to meet the 35-passenger requirement; each bus must have a 35-passenger capacity.

Vendor Q&A for TW24 BRB

Bus Transportation Service

Vendor Q: Would it be ok to have 2 smaller 15 passenger buses instead of the big bus?

A: No, the required bus capacity for this requirement is 35 passengers per bus.

Vendor Q: will every bus have a lead officer to help with decision making? Such as whether or not to leave someone who isn’t ready on time?

A: There will be a Deployment and Distribution Support Team at Grantly Adams International Airport that will let the bus drivers know when everyone is loaded and direct the bus to move to Camp Paragon. There will be a Reception Staging Onward movement & Integration Team at Camp Paragon that will let bus drivers know when all passengers are loaded and direct the bus to move to other destinations.

Vendor Q: Do the buses have to take alternate routes every day to the locations?

A: The bus driver can select the best route to get to the destination unless directed to take a specific route by Barbados Defense Force personnel.

Vendor Q: Are the drivers only picking up and dropping off? Or do they need to remain available for multiple trips throughout the day?

A: For the dates 2-3 May and 17-18 May, the buses need to be available for multiple trips throughout the day.

Vendor Q: Could you please confirm whether, on the overlapping dates, you need buses that cover both routes or if you require separate buses? In other words, should we provide a quote for a total of 26 buses for 15 hours per day based on the POP.

A: The PWS has now been amended so there are no overlapping dates.

Vendor Q: Is it acceptable to provide multiple buses, with the total passenger count summing up to 35 passengers?

A: No, the bus must be able to seat 35 passengers.
