About this file

This file contains official vendor questions and government responses for Combined Synopsis/Solicitation W564KV26QA035, a four-day training event in Germany.

The Government seeks training services for approximately 60 attendees distributed among DAVAs (20), NPSP staff (20), and FAP personnel including ACS Directors, FAP Managers, FAP Specialists, and FAP Clinical staff (20). The training must deliver a minimum of 32 hours of Continuing Education Units (CEUs) applicable to clinical licensures in mental health and nursing over the four-day schedule. Continuing Education credits must meet credentialing standards of national or state accrediting bodies (NASW, ANCC, NBCC, AAMFT) and must be included in the total contract price. While contractors need not be primary CEU providers, they are responsible for ensuring all delivered training meets accrediting standards and may accept co-sponsored CEU documentation from existing approved providers. The Government does not mandate specific instructor degrees or licenses but instructors delivering CEU-eligible content must meet applicable accrediting body standards.

All contractor personnel must possess independent authorization to work in Germany; the contract does not provide SOFA status. EU-national presenters do not require additional background checks beyond standard base access procedures, while U.S. nationals must complete base-access documentation with processing expected in 10–14 days. Edelweiss Lodge will provide all audiovisual equipment, with presenters responsible for bringing their own offline laptops (ADPE approval not required). Limited lodging is available at Edelweiss Lodge for speakers at $255 per night including meals and snacks, with the contractor responsible for coordinating all reservations and including lodging costs in the total contract price. Technical submissions are limited to 75 pages (8.5" x 11", 12-point font) and may include speaker CVs and credentials as appendices. Letters of Commitment from subcontractors or speakers are not required at quote submission. This is a single four-day training event with no option periods included. The previous contract was W564KV-24-P-0016, awarded to the Institute on Violence, Abuse, and Trauma.

A3. No. SOFA status is not provided under this contract. All personnel must have independent authorization to work or be present in Germany.

A5. The Government does not mandate specific degrees or licenses; however, instructors delivering CEU-eligible content must meet the credentialing standards of the accrediting bodies issuing the CEUs.

Q6. Are CEUs “applicable to clinical licensures, including mental health and nursing.”

required to be issued by specific accrediting bodies? Does compliance with this requirement obligate the contractor to hold approved Continuing Education (CE) provider status with specific accrediting bodies (e.g., NASW, NBCC, ANCC, AAMFT)?

If so, which accrediting bodies are required, and will the Government accept CEU documentation co-sponsored through an existing approved provider?

A6. Yes. For personnel maintaining clinical licensure (e.g., Social Workers, Registered Nurses, Licensed Marriage and Family Therapists), the training provided must result in CEUs recognized by the respective national or state accrediting bodies (e.g., NASW, ANCC, NBCC, AAMFT).
