Section 1 – GENERAL INFORMATION

1. General: This is a non-personal service contract under which the personnel rendering the service are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: The 6966th Transportation Truck Terminal (TTT) has a need to supplement its fleet with truck tractors, curtainsider trailers, flatbed trailers, rollerized curtainsider and rollerized box trailers to meet U.S. Government transportation needs. The existing contract W564KV-25-C-0003 falls short in sufficiently supplementing our fleet, necessitating the establishment of an additional lease agreement until GSA-supplied truck tractors and funds to purchase the trailers become available.

1.2 Background: The 6966th TTT provides Common User Line-haul Transportation (CULT) and mail delivery support in the European theater. The on-hand equipment is overaged and has exceeded the economic life expectancy, which causes high maintenance cost and reduction in fleet due to economic turn-ins.

1.3 Scope: The contractor shall lease to the U.S. Government, vehicles according following table and as identified in 7.3 Attachment 2, vehicle specifications of this solicitation/contract. Contractor shall provide vehicles meeting all Host Nation technical and legal requirements, including the provisions of para 29 German Road Traffic Licensing Act (StVZO), for uninterrupted use of the vehicles. If an interruption occurs during a mission (technical problem), the contractor shall be liable to get the vehicles back into operation in order to continue the mission within given timelines.
