Family Advocacy Program Q&A

Q1: PWS section 4.2, Secret Facility Clearance, cites “Reserved”. Can the Government please confirm if a Secret level facility clearance is required?

A1: No, a Secret level facility clearance is not required.

Q2: Is the position currently filled? If so, what educational background does the incumbent maintain?

A2: Yes, the current position is filled.

Q3: Is there an incumbent for this position? If so, can the Government share the contract number?

A3: Yes, the current contract number is W564KV21P0076.

Q4: If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Nondisplacement of Qualified Workers Under Service Contracts)?

A4: See A3.

Q5: Quality Control Plan: Does the Government want a management structure physically located in Europe?

A5: No, the contract does not require a management structure physically located in Europe, but the contract POC or alternate shall be available between 0800 to 1700, Monday thru Friday standard Berlin time. See PWS 1.10.2.

Q6: RFP 14, pg. 6 : Due to this requirement, U.S. citizens must have lived in the U.S. for three (3) of the past five (5) years or if a foreign W564KV24R0087 national, must have lived in Germany for at least one year, in order to complete the background checks required to obtain a Common Access Card (CAC) to allow access to a government computer and the set-up of a government e-mail address to perform the services. If a U.S. citizen has been living for more than 3 of the past 5 years in Europe under SOFA status, are they eligible to perform work on this contract?

A6: Yes, they are eligible to perform work on this contract.

Q7: PWS 1.13 Contractor Travel: The Contractor shall be required to travel within the local community during the performance of this contract to teach classes, attend strategic and programming planning meetings, conferences, training and working group as necessary.

The cost for travel shall be included in the contract price. See paragraph 3.1. Can the Government provide historical work data to indicate annual mileage or other information to enable reasonable pricing for this requirement?

A7: The expected annual mileage would be 2,000 miles. The Contractor would drive to nearby bases such as but not limited to Landstuhl or Sembach Army bases. It is not possible to give an estimated time the contractor would be driving around since traffic plays a major role in the estimation and the contractor would be driving around 2 or 3 times a week. The estimated mileage per week is between 20 – 25 miles.

Q8: PWS 3.1 Services: The Government may reserve the Contractor a GOV seat in order to attend required trainings, meetings, and/or events if feasible. If this were not possible, the contractor will have to provide her/his own transportation to trainings, meetings or events within the USAG Rheinland-Pfalz footprint. If personnel are local national or unable to obtain a USARUER driver’s license, are they allowed to drive a Government vehicle?

A8: No, a contractor, even if they have a USAREUR driver’s license, is never allowed to drive a government vehicle.

Q9: PWS 1.10.1: FAP Educator Experience: (2) Have the Ability to develop and implement a training program; PWS 5.9 Training: The Contractor shall assist with/facilitate FAP trainings/classes. All lesson plans are provided to Contractor by the FAPM. Given that the work on this contract is primarily administrative in nature, would the Government consider removing the qualification to “develop and implement” a training program?

A9: No, the Government will not consider removing that qualification.
