Questions and Answers
W564KV-21-Q-FAPE - IMCOM-E ACS FAP Educator
1. Reference. PWS 1.23.5 TDY Training: Contractor will submit invoices for costs associated to the training and TDY. (i.e. fees, transportation, lodging and meals IAW JTFR). The FAP Educator will be expected to travel extensively throughout the European theater to perform deliverables.
Question: Is the contractor expected to travel only for TDY training or in the regular execution of contract deliverables? If regular travel is expected, can the contractor submit invoices for all costs associated with travel, or only those associated with training and TDY?
Or do the costs for potential travel expenses have to be included in the current CLIN structure?
If that is the case, can the Gov’t provide an estimate of how much travel is required based on past experience?
ANSWER: Any travel that the contractor engaged in must be pre-approved by the COR (PWS 1.13). It would fall into the training and TDY category, and could be invoiced using the existing CLIN structure. If not, does the government require resumes with the proposal? Finally, are these individuals required to be physically located in Germany or may they perform their duties outside this area?
