Army Community Service (ACS) Community Information Specialist Questions and Answers

1. Question: Is this contract subject to the Minimum Wage Executive Order dated 27 April 2021?

Answer: This is a non-personal fixed price contract subject to completing tasks.

2. Question: Will the number of hours being revised to 1912 hours per year given the new Juneteenth Holiday?

Answer: This is a non-personal fixed price contract subject to completing tasks and is not an hourly contract.

3. Question: Does the Gov’t accept bids in EUROs and if so what is the conversion rate being used?

Answer: Please see FAR Clause 52.225-17 EVALUATION OF FOREIGN CURRENCY OFFERS (FEB 2000) in the Solicitation.

4. Question: Will the government consider revising the timeline to account for the COVID-19 pandemic? The availability of backfill personnel is now heavily dependent on the pandemic situation and we recommend this timeline be increased to account for that possibility.

Answer: No revision is anticipated.

5. Question: The PWS does not make mention of the COVID-19 Pandemic except as it pertains to Contingency Operations. The pandemic increases the chances that an employee must quarantine either due to an actual infection or contact with someone that is infected.

Quarantine requirements can adversely affect the company’s ability to maintain an adequate workforce. If the employees supporting this contract come into contact with a customer that is infected, and subsequently must quarantine, will the government consider this a breach of contract? It is not feasible for the government to require several backfills for a position without consideration of the pandemic situation.

Answer: There are no anticipated changes to the contract due to COVID-19.
