Installation, Maintenance and Training of Brake Test Machines
Scope: Purchase and install new brake test machines. On 26 May 2012 German Road Traffic Licensing Regulation “Straßenverkehrszulassungsordnung” (STVZO) section 29 current brake test machine guidelines were published. This new regulation rendered brake test machines built before 2011 obsolete. The guideline for brake test machines §29 StVZO Annex VIIId states that all brake test machines must comply with the new requirements by January 2020. Additionally a new standard for pedal force testing beginning in Jan 2023 will require add-on capability to the current brake test machines.
1.1. Description of Services: The selected vendor will provide, all personnel, tools, equipment, parts including pedal force testers and all other implied resources to install, provide maintenance including software updates for in-ground, above ground brake test machines and any variance of brake test machines purchased. The selected vendor provides a comprehensive warranty that will cover equipment for a minimum 2 years after installation, the warranty will include all parts, labor and travel to repair /calibrate machines if they become unserviceable.
1.2. The vendor will provide minimum of ten (10) hours of equipment usage training and user level maintenance at each location of installation.
1.3. Points of Contact (POC): The vendor will provide a point of contact with the company, fluent in English, to interface with the unit POC on anything relating to the installation and maintenance of machines. Minimum information are names, business hours, phone numbers email addresses and hours of operations.
1.4. General: The vendor will deliver a total forty four (44) brake test machines and associated parts and peripherals. Vendor provides all labor, and equipment for the installation and removal of machines. Vendor removes all debris from installation. Phase delivery is acceptable based on the priority of installation outlined in equipment spreadsheet with all deliveries and installations complete within 180 days of contract award.
1.5. Records: The vendor will maintain records of transactions with the US Government upon request, and make these records available to the unit POC within five (5) days.
1.6. Progress of construction will be provide to USAREUR G4 Material Readiness Branch (MRB) weekly until all sites are completed with installation.
1.7. Quality Control: The vendor will develop and maintain a quality control program to ensure maintenance and calibration services are performed in accordance with the commonly accepted commercial practices and services identified in this SOW. The vendor shall implement procedures to identify, prevent, and ensure non-performance and continual and/or repeat of defective services does not occur.
1.8. Environmental: All waste generated by the vendor to providing the services above is the responsibility of the vendor.
1.9. Contractor Employee General Requirements: The vendor will provide via email the name, vehicle make, model, year, and time the employee will be at various locations within the USAREUR areas of responsibility.
1.10. Access and General Protection/Security Policy and Procedures. (This standard-language text is for contractor employees with an area of performance within an Army-controlled installation, facility, or area.)Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation provost marshal office, director of emergency services, or security office. Contractor workforce must comply with all personal identification verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.11. For contractors requiring common access cards (CACs). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DOD facility and access, via logon, to DOD networks on-site or remotely; (2) Remote access, via logon, to a DOD network using DOD-approved remote access procedures; or (3) Physical access to multiple DOD facilities or multiple non-DOD federally controlled facilities on behalf of the DOD on a recurring basis for a period of 6months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
1.12. For contractors that do not require CACs, but require access to a DOD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
