GCSS-A/PBUSE Service in the USAREUR/EUCOM Area of Responsibility

Solicitation Number W564KV-18-R-0010

Questions and Answers

Question 1: We are looking for clarification of possible POPs for the contract life. The following POPs are talked about in the RFP: PWS 1. Introduction – USAREUR/EUCOM Area of Responsibility (AOR).

Which means in detail as written in Part 2 Definitions & Acronyms: USAREUR/EUCOM Area of Responsibility (AOR) – All of Europe west of Russian, Ukrainian, and Georgia Borders: Germany, Italy, Belgium, Netherlands, Romania, Bulgaria, Poland, Turkey, Spain, France, Czech Republic, Slovakia, Balkan States (Bosnia, Serbia, Croatia), Hungary, Estonia, Latvia, Lithuania, Finland, Denmark, United Kingdom, Ireland, Sweden, Norway, and Portugal.

Despite there is written in Technical Exhibit 3 – Estimated Workload – that the workload will be in Germany and Italy.

Does the Government also provide Task Orders which will ask for services in other countries than the ones mentioned in Technical Exhibit 3? Please clarify.

Answer 1: Under the planned contract, there is the potential for surge performance anywhere within the USAREUR/EUCOM Area of Responsibility (AOR) as defined in the Solicitation/PWS.

Technical Exhibit 3 outlines the known current requirement which, as noted, is in Germany and Italy.

See a cleaner Technical Exhibit 3 attached in this posting.

Question 2: What is the expected length of Task Orders? 12 months?

Answer 2: Considering the 1-month Phase-in Period, the initial task order will be issued for 11 months.

Subsequent task orders will be issued for 12-month periods. As this time, it is impossible to determine the term(s) for any required surge support.

Question 3: Request the Government provide a separate CLIN for the Project Manager (PM) and Alternate Project Manager (Alt PM).

Answer 3: The Government expects offerors to include costs for the PM and Alt PM as part of the proposed Technician man-month rate. The man-month quantity provided in the solicitation is for technicians only. Please see Technical Exhibit 3 (attached to this posting) for clarification regarding potential tasking.
