PERFORMANCE WORK STATEMENT (PWS)

Refuse Disposal Services within Baumholder Military Community

18 August 2017

Part 1

General Information

1. GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal services contract to provide disposal of different kind of refuse and recyclables within Baumholder Military Community. The Government will not exercise any supervision or control over the contract service providers performing the services herein.

Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Background: All waste from residential and administrative facilities must be left to the public waste disposal system. Host Nation law requires that all residents of Germany properly dispose of their refuse by recycling as much as possible.

1.3 Scope: The Contractor shall provide non-personal services, perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the services specified in this PWS. The Contractor shall conduct work in accordance with this PWS and all applicable United States (U.S.), German, and municipal laws, regulations, standards, provisions, and directives to include applicable publications in Section PART 6. The Contractor shall ensure that all work meets the level of service, performance standards, or tolerances specified in the PWS.

The Contractor shall assume total responsibility for all requirements stated herein on the commencement date of the performance period. The Contractor shall perform as specified in this Contract and under the direction of the Contracting Officer (KO). See also Paragraph 1.1 Introduction.

1.4 Objectives: Disposal of refuse and its removal and/or recycling within the timeframes established in this PWS to ensure conformance with Host Nation Law.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year and two (2) 12-month option years.

Period of Performance of basic contract year reads as follows: January 1, 2018 to December 31, 2018.

1.6 General Information:

1.6.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract. At a minimum, the QCP must include the following to be acceptable:

a. A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control Team.

b. How the Contractor will monitor work to ensure that performance complies with all timelines, deadlines, and goals.

c. How the Contractor will monitor work to ensure that performance complies with all specifications and requirements of the contract, including clauses.

d. How the Contractor will monitor and ensure staff qualifications remain current and valid throughout contract performance.

e. How the Contractor will ensure all keys issued will remain controlled items

f. How the Contractor will inventory and track maintenance of all Government Provided

Equipment / Materials.

g. How the Contractor will identify, investigate, and correct any non-conforming performance and prevent similar deficiencies in the future

h. How the Contractor will file and save all Quality Control related documents for the life of the contract plus 5 years.

A final QCP shall be submitted to the KO, through the COR, for review and acceptance within ten (10) calendar days after the date of contract award. After acceptance of the QCP, the Contractor shall receive the KO’s acceptance in writing. Any changes to the accepted QCP will be required to be resubmitted for acceptance within five (5) calendar days.

The Contractor shall bring identified issues or potential problems that might affect future performance to the attention of the COR as soon as possible. Verbal reports will be followed up by written reports within five (5) calendar days.

1.6.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays: This information is contained in 5152.204-4000 U.S and Host Nation Holidays. The Contractor is neither required to work on US Holidays nor is s/he required to work on German Holidays.

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 08:00 a.m. and 04:30 p.m, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

For the differing hours of operation of the receiving station please see section 5.1.1.3 of this PWS.

1.6.5 Training Holidays: USAREUR has historically granted military personnel Training Holidays as compensation for time that they spent in field training. These are typically combined with regular holiday leave schedules (for example, Christmas half days or day on day off schedules). Training Holidays may affect access to military operated facilities. If scheduled work or access to facilities is required, coordination with occupants will be necessary or the work in affected facilities shall be rescheduled after the training holiday. However, announced training holidays or exodus of military personnel may provide the Contractor with an opportunity for unrestricted access to facilities and areas. The Contractor shall take full advantage of such opportunities by planning maintenance or actions that are better accomplished when such areas are vacant.

1.6.6 Place of Performance: Refuse generated within the entire area of Baumholder Military Community will be delivered by the U.S. Government to a receiving station located within a radius of 30 km around Baumholder.

Roll off containers for the collection of different types of garbage and/or recyclables must be provided by the contractor at various locations within Baumholder Military Community according to para. 5.2.2.

1.6.7 Type of Contract: The Government intends to award a Firm Fixed Unit Price Contract.

1.7 Security Requirements:

1.7.1 Security Program: Contractor personnel performing work under this contract must be able to comply with all installation access requirements and must follow the Antiterrorism (AT) and Operations Security (OPSEC) clause as described below.

1.7.2. Personnel Security Clearance Requirements: Reserved

1.7.3 Installation Access: See clause 5152-225-4001 -- INSTALLATION CLEARANCE RERQUIREMENTS (May 2017) in basic contract. The Contractor shall provide an installation pass log within fifteen (15) calendar days after contract award. The pass log shall be updated as employees are added or removed and submitted to the COR within five (5) days after changes.

Upon the termination of employment or termination/expiration of this contract, the Contractor is responsible to collect the installation access passes. The Contractor shall collect the installation access passes the same day employment of an individual has expired/terminated, and shall return them to the issuing office within three (3) workdays.”

1.7.4 Background Checks: See clause 5152.204-4008-Background Checks (June 2016) – U.S. and Host Nation Contractors. The Contractor shall provide an installation pass log within fifteen (15) calendar days after contract award. The pass log shall be updated as employees are added or removed and submitted to the COR within five (5) days after changes.

1.7.5 Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use.

1.7.6 Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. If applicable, Government issued access badges shall not be worn outside designated facilities where visible to the general public. The Contractor shall immediately report suspicious activities to security personnel.

1.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or pricing data, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.11 Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.11.1 Special Qualifications: The contractor shall be an accredited waste management company for collection, transportation, storage, handling, recycling and disposal of refuse IAW § 56 of the Closed Substance Cycle Law (Kreislaufwirtschaftsgesetz-KrWG). The contractor shall provide the corresponding certificate together with the submission of his offer.

1.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel is required to obtain and wear badges in the performance of this service.

1.13 Contractor Travel: Travel cost/mileage/per diem is not charged separately and is included in the overall contract price.

1.14 Other Direct Costs: Reserved.

1.15 Data Rights: Reserved.

1.16 Non-Disclosure Requirements: The use of propaganda violates DOD Commercial Use of

Imagery Guidelines stated at (http://www.dimoc.mil/resources/limitations.html). The Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any marketing tools to include its company website.

1.17 Non-Disclosure Statements: Reserved.

1.18 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.19 Phase In /Phase Out Period: Reserved.

1.20 Safety: For accomplishment of this work, the current edition of the applicable German prevention regulations of the trade unions, fire prevention regulations and technical rules for hazardous material will apply.

1.20.1 Safety Plan and Program: Reserved.

1.21 Environmental Compliance: The contractor shall comply with all applicable environmental protection directives. The contractor shall follow manufacturers' guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. Upon occurrence of any spills that could enter the storm sewer system or could cause any harmful environmental effects, the contractor shall immediately call the Environmental Branch at Baumholder (telephone DSN 531-3103 or civilian 0611-143-531-3103) or the Government Engineering Technician in charge, and report the incident.

1.22 Environmental Compliance Plan and Program: Reserved.

1.23 Required Training:

1.23.1 Anti-Terrorism (AT) Level I Training: All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil If training cannot be conducted on the website, the Contractor shall coordinate with the COR who will contact the local AT Officer at their assigned location for classroom training. Contractor personnel completing training in the classroom will receive a certificate or the training attendance roster signed by http://www.dimoc.mil/resources/limitations.html http://jko.jten.mil/

1.23.2 OPSEC Training: Contractor employees, including subcontractors, shall complete Level I OPSEC training within thirty (30) calendar days of employment under this contract. OPSEC Level I training is available at http://www.cdse.edu/catalog/elearning/GS130.html. Contractor personnel must complete refresher training every 12 months. If training cannot be conducted on the website, the Contractor shall coordinate with the COR who will contact the local OPSEC Officer at their assigned location for classroom training. Contractor personnel completing training in the classroom will receive a certificate or the training attendance roster signed by the OPSEC Officer. Verification of the training shall be provided to the COR within 10 calendar days after completion of the training.

1.23.3 iWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 20 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after training is completed.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1 Definitions:

Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime contractor.

Contracting Officer - A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

Contracting Officer's Representative (COR) - An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

Defective Service - A service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable - Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

Key Personnel - Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

Physical Security - Actions that prevent the loss or damage of Government property.

Quality Assurance - The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Quality Assurance Surveillance Plan (QASP) - An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control - All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Subcontractor - One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless specified otherwise.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Items and Responsibilities:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.

4.2 Secret Facility Clearance: Reserved

4.4 Equipment: The Contractor shall furnish adequate equipment and vehicles (snow and ice removal vehicles for the receiving station, trucks to transport containers, wheel-type loaders, etc.) to provide all in PWS para 5.1.1.2 specified services at the receiving station.

Containers shall be provided in accordance with PWS para 5.2.2.

SPECIFIC TASKS

In the event of any disagreement between the English text and the courtesy translation of services described below the English text will govern.

5.1 Basic Services: The contractor shall provide all personnel, equipment, devices, supervision as well as other items and performance being required to perform services listed in this performance work statement and the line item price sheet (Attachment 3 and 4).

Der Auftragnehmer hat jegliches Personal, Ausrüstung, Geräte, Aufsicht sowie andere Gegenstände und Leistungen bereitzustellen, welche für die Ausführung der in dieser Arbeitsbeschreibung und den Positionspreisblättern (Anhang 3 und 4) aufgeführten Dienstleistungen notwendig sind.

5.1.1 Recurring Services:

5.1.1.1 The U.S. Government will deliver all refuse to a receiving station, along with a disposal certificate regarding the permissibility of the intended disposal.

The receiving station has to be provided by the contractor and must be located within a radius of 30 km around Baumholder. Prior to contract award, the contractor must indicate the address of the receiving station.

Aller Abfall wird durch die U.S. Regierung unter Vorlage des entsprechenden Entsorgungsnachweises über die Zulässigkeit der vorgesehenen Entsorgung bei einer Annahmestelle angeliefert.

Die Annahmestelle ist vom Auftragnehmer bereitzustellen und muss sich innerhalb eines Umkreises von 30 km um Baumholder befinden. Vor Vertragserteilung hat der Auftragnehmer die Adresse der Annahmestelle mitzuteilen.

5.1.1.2 Trucks of the U. S. Army will transport the refuse to the receiving station (collection point) which is not the end point but the handover zone. From here the contractor will transport to the applicable treatment plants depending on the type of disposal and Host Nation Law.

LKW der U. S. Armee bringen den Abfall zur Annahmestelle (Sammelstelle), welche nicht die Endlagerstelle, sondern Uebergabestelle ist. Von dort erfolgt der Transport zu den entsprechenden Behandlungs-/Verwertungs-Anlagen, welche abhaengig sind von der Abfallart und nationalem Recht.

The receiving station must meet the following requirements:

- Availability of a calibrated truck scale to weigh refuse transferred. If a scale is not available, weighing slips of the U.S. Government may also be accepted

- The receiving station must meet the environmental laws and all applicable, technical standards of the

Federal Republic of Germany

- Receiving station must be able to receive and dispatch 4 meters high compaction-type refuse collection vehicles and other big vehicles with a total weight up to 38 tons, length 18 meters, width: 2.50 meters

- From arrival until departure, the dispatch of each delivery may not last longer than 60 minutes per vehicle

- Road to receiving station must be accessible during working hours for the vehicles mentioned above, including snow and ice removal

Die Annahmestelle muss den folgenden Bedingungen entsprechen:

Fahrzeuge bis zu 38 Tonnen Gesamtgewicht, 18 Meter Länge und 2,50 Meter Breite zu empfangen und abzufertigen.

- Die Abfertigung jeder Lieferung soll nicht mehr als 60 Minuten pro Fahrzeug von der Ankunft bis zur Abfahrt dauern.

- Die Straße zur Annahmestelle soll für die o.g. Fahrzeuge während der Arbeitszeiten erreichbar sein, einschließlich der Schnee- und Eisräumung.

5.1.1.3 Delivery of refuse by U.S. Government takes place during the following times:

Monday to Friday 8.00 a.m. to 5:00 p.m.

Saturday: 9.00 a.m. to 12.00 p.m.

5.1.1.4 If it is found during unloading that types of waste delivered by the U.S. Government are contaminated by other types of refuse so that a further sorting is required for the most economical recycling, the contractor can perform this sorting as an evidence for accounting purposes, but only after prior coordination and with approval of the COR. If there are disagreements between the contractor and COR, the matter must be forwarded to the contracting officer.

Falls während des Entladeverfahrens festgestellt wird, dass die durch die US Regierung angelieferten Abfallsorten mit anderen Abfallarten kontaminiert sind, so dass eine weitere Sortierung für die wirtschaftlichste Wiederverwertung notwendig wird, kann der Auftragnehmer dieses Sortieren nur nach Koordinierung und mit Genehmigung des Vertreters des Vertragsoffiziers (COR) als Nachweis für Abrechnungszwecke durchführen. 5.1.1.5 The Contractor shall grant reimbursements to the U.S. Government in accordance with applicable categories of EUWID (European Economic Service) for all recyclables. The compensation has to be shown on monthly invoices and be deducted from the respective invoice amounts.

5.1.1.6 Prices for different types of recyclables, particulary paper/cardboard, must be calculated including transportation and disposal of possible accumulated impurities.

5.1.1.7 The quantities stated in Attachment 3 and 4 are maximum quantities that shall not to be exceeded. The contractor must inform the Contracting Officer immediately when 85% of a maximum

The Baumholder Military Community is not obligated to deliver the entire maximum quantity, i.e., refuse quantities may deviate at any time. The Government is in no way obligated to use nor is it restricted to the above estimated requirements

5.1.2 On-Demand Services: Reserved

5.2 Task Heading:

5.2.1 Disposal of refuse delivered by Baumholder Military Community and its removal and/or recycling shall be performed in accordance with recent German laws and regulations (KrW-/AbgG Closed Substance Cycle and Waste Management Act, GewAbfV Commercial Waste Ordinance and pendant state laws).

Die Entsorgung der vom Auftraggeber übergebenen Abfälle sowie deren Beseitigung bzw. Verwertung hat in Übereinstimmung mit den neuesten deutschen Gesetzen und Bestimmungen (KrW-/AbgG Kreislaufwirtschafts-und Abfallgesetz, GewAbfV Gewerbeabfallverordnung sowie anhängige Landesgesetze) zu erfolgen.

5.2.2 Container provided by the contractor shall comply with the pertinent safety regulations and shall be fitted with a valid inspection tag according to UVV (Accident Prevention Regulation).

To prevent leakage of solid and liquid waste, roll-off containers and collecting troughs may not have holes in the container floor. Furthermore, the containers shall be delivered in a clean condition and shall be cleaned on the contractor’s expense after pick up and disposal of waste.

Provision of containers include the on-demand-delivery of suitable containers (see attachment 3 & 4) to a location within Baumholder Military Community and the on-demand-pick-up for disposal of waste.

Container are and remain property of the contractor.

Bereitgestellte Container müssen den einschlägigen Sicherheitsbestimmungen entsprechen und mit einer gültigen UVV-Prüfplakette versehen sein. Abrollcontainer und Mulden dürfen keine Löcher im Containerboden haben, durch die fester oder flüssiger Abfall austreten kann. Zudem müssen sie bei Anlieferung sauber sein und nach Abholung und Entsorgung des Abfalls vom Auftragnehmer gereinigt werden.

Bereitsstellung von Containern bedeutet, dass auf Nachfrage des Auftraggebers vom Auftragnehmer geeignete Container (siehe Anhang 3 & 4) zum Aufstellort innerhalb der Baumholder Military Community geliefert werden und nach Befüllung durch Mitarbeiter der U.S. Armee vom Auftragnehmer wieder zur Entsorgung des Abfalls abgeholt werden. Container sind und bleiben Eigentum des Arbeitnehmers.

5.2.3 The conctractor is responsible to provide all necessary licences and permits without any costs for the US Government and to obey all applicable laws, ordinances and regulations related to performance

Page 14 of 20 Rev 2-Feb 2015 of this service. Contractor must proof qualification by presentation of a valid “waste management company certificate” according to § 56 KrWG (Closed Substances Cycle Act).

Accompanying documents for refuse requiring verification shall be submitted together with the invoices.

All licences and permits must be available at the time of contract award.

Die Qualifikation des Auftragnehmers muss durch Vorlage eines gültigen „Zertifikates zum Entsorgungsfachbetrieb“, gem. den Anforderungen aus §56 KrWG, nachgewiesen werden.

Begleitpapiere für nachweispflichtige Abfälle müssen mit den Rechnungen eingereicht werden. Sämtliche Lizenzen und Zulassungen müssen zum Zeitpunkt der Vertragsvergabe vorhanden sein.

5.3 Meetings, Conferences, and Briefings: The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Project Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.

5.4 Enterprise-Wide Contractor Manpower Reporting Application (eCMRA): The contractor shall ensure ALL contractor labor hours (including subcontractor labor hours) required for the performance of services provided under this contract are reported via a secure data collection site.

The contractor (and all subcontractors providing direct labor under this contract) shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/.

There are four separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor shall completely fill in all required data fields. The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.
