b) Sourcing to alternate manufacturers would cause a redesign of the entire communication system, not only for the instant project but also retro-fitted to multiple building infrastructure, as each part/component was specifically approved for its compatibility. A redesign would take up to three months and lead to additional costs and man-hours. Retro-fitting and replacing the installed systems for AFRICOM real world operations. In addition, each item/component used in the instant procurement must be compatible with the other, so a change in one component specification would lead to change in others causing a ripple effect throughout the design.
c) If non-APL items are procured, then AFRICOM will have various manufacturers and systems throughout its installation, which would cause many extreme issues; such as difficulties with warranties, repairs, interoperability, user interface, future system design, and O&M support as well as failing to satisfy AFRICOM’s end requirement.
d) Government contractors provide O&M support to the existing APL baseline.
DIA and 52nd Sig Battalion rely heavily on the contractor support. As of right now the maintenance contractor doesn’t have within its scope to develop new configurations/maintenance procedures. If the existing baseline is changed the current support contract would have to be modified at additional cost to the Government. The contract modification would take approximately four (4) months. The support contractor would not be able to maintain the new baseline until the existing contract was modified, adding operational risk in the event of equipment failure.
6. Efforts to Obtain Competition: This is a brand-name only justification and will be procured on a competitive basis. The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals shall be considered.
7. Actions to Increase Competition: Market research and continual evaluation of alternative products for interoperability with existing CISCO, V-brick, C2G and SMART products will be conducted. With the exception of existing CISCO, V-brick, C2G and SMART brand names, the installation service contract will be competed full-and-open on the GPE, FedBizOpps, and the awardee will be required to procure the IT equipment through CHESS vendors.
8. Market Research: IAW Army policy, all IT equipment must be purchased through CHESS unless the equipment is not available through the contracted vendors. The Army is required to use CHESS to procure commercial IT equipment, regardless of dollar value, even when the equipment is acquired in support of a service contract. IAW AFARS 5139.101, this requirement can be filled by Army CHESS Hardware Contract ITES-3H. While the requirement is brand name specific, there are 17 vendors under this CHESS Hardware Contract who can compete for these items. As part of this services contract, the vendor will be required to procure the IT equipment from these CHESS vendors. The CHESS vendor contact information will be provided to the vendor. If any of the equipment required is not available on CHESS, the contractor shall get a statement of non-availability (SoNA) from the CHESS program office. Once the SoNA is provided the contractor can procure the items on the open market.
Version – March 2017 FOR OFFICIAL USE ONLY
9. Interested Sources: A Request for Information (RFI) has been posted to CHESS to determine vendor interest in providing the IT equipment required under this installation contract. However, the contact information for all 17 CHESS ITES-3H vendors will be provided to the vendor awarded the installation services contract.
10. Other Facts: A similar purchase was recently approved as Brand Name Only for certain IT equipment items:
