EVALUATION APPROACH
The Government will evaluate each quote in accordance with FAR 13.106-2, Evaluation of Quotations or Offers.
EVALUATION CRITERIA AND FACTORS FOR AWARD
There are two evaluation criteria: technical and price. In order to be considered for further evaluation, an offeror must first be determined “technically acceptable.”
In order to be “technically acceptable” an offeror shall meet the following criteria on a Pass/Fail basis. One Fail will render the offeror technically unacceptable and the quote will be rejected. See below for rating definitions.
1. Technical.
Offeror's quote clearly meets the Government’s minimum requirements included in the “Pricing Spreadsheet” by offering brand name or equal parts.
2. Price.
Price will not be rated. After determination of technical acceptability, each offer will be evaluated and award made to offeror with the lowest total evaluated price (TEP) determined to be reasonable and complete (all CLINs priced).
EVALUATION RATINGS/DEFINITIONS.
The following adjectival ratings will be used to evaluate the Technical Factor:
"Acceptable" is defined as: Acceptable quality and meets minimum requirements described in “Pricing Spreadsheet.”
"Unacceptable" is defined as: A quote that fails to meet minimum requirements described in “Pricing Spreadsheet.”
NOTE: Any quote rated unacceptable in any factor will not be considered for award.
BASIS FOR AWARD
The Government will award a single contract to the responsible offeror whose offer is evaluated to be technically acceptable with the lowest evaluated price. The Government will:
1. Ensure all required documents are included with the quote.
2. Determine the technical acceptability of offers.
3. Evaluate prices of those offers found to be technically acceptable for reasonableness.
4. Failure to submit the documents required under the section titled "QUOTE FORMAT
AND CONTENT" may render the offeror's quote unacceptable and the quote may not be considered.
Contract Clauses: Please note that all applicable clauses from the basic contract will flow down to the resulting delivery order.

FAR 52.212-2 Evaluation -- Commercial Items
(a) The Government will award one Firm-Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will consider Technical and Price in determining the Best Value. All evaluation factors other than price, when combined, are approximately equal to price.
An award may be made to an offeror who is higher priced if the perceived benefits of their proposal justifies the additional price. In arriving at the award decision, the Government will conduct comparative evaluations of the quotes as allowed under the Simplified Acquisition Procedures (FAR 13)
The following factors shall be used to evaluate quotes:
Factor 1 - Technical Factor 2 - Price
(b) An offeror is expected to submit sufficient information in response to the solicitation to allow for the evaluation of the quotation.
(c) The technical proposal is significantly more important than cost/price.
(d) Each of the evaluation factors will be rated as follows:
Factor 1: Technical - Meet the requirements noted above (Section II Technical) that demonstrate the ability to fulfill the requirements in the Performance Work Statement, Part 5 - Specific Tasks).
Factor 2: Price The Government will evaluate the lowest evaluated price for each quote for award purposes by adding the total price for all contract line items quoted. The Government may determine that an offer is unacceptable if the base contract period or option prices are significantly unbalanced.
An overall technical rating must be "ACCEPTABLE" in order to be eligible for award. An
"UNACCEPTABLE" rating, results in the technical quotation being rated "UNACCEPTABLE." An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.
