About this file
This document contains questions and answers regarding solicitation number W52P1J-21-R-5016 from the United States Army Contracting Command - Rock Island Arsenal for the project to grade and pave the parking lot at Building 159. The scope of work involves designing and constructing repairs to lower the paved area of the parking lot and paving it, as well as epoxy sealing approximately a dozen storm sewer collector manholes near Building 159 in accordance with the attached specifications and drawings. Questions addressed include requirements for warranty periods on installed equipment and constructed items, clarification on rock core sampling, and criteria for selecting an epoxy coating to prevent infiltration into the manholes. The document also confirms that the solicitation does not need to accommodate plans for a future detention basin to be constructed by others.

Q&A for B159 Parking Lot Grade/Repave
Question Answer
How many warranty years will be required if this project is awarded?
For installed equipment (sluice gate, oneway checks, fences etc.) 5-years. For constructed items per industry standards (e.g. one-year).
Section 2.2.2.1 – “Void free" can be interpreted in many ways. In our experience in the QCA, rock joints/fractures and discontinuities are common and should be expected. This applies to sandstone, limestone, and shale deposits alike. Often, we see an expectation such as, advance a 5-foot rock core after auger or split spoon refusal are encountered.
Advancing 5-foot rock core runs until 100% RQD is achieved would be problematic and difficult to estimate costs. Please clarify.
A single 5-foot rock core is expected after split spoon refusal is encountered.
Barring a return to unconsolidated or loose material before a five foot sample is obtained the work is then complete.
Section 2.4.3.3 through 5 – Criteria or required specifications for an epoxy coating to prevent infiltration to the manholes?
The Gov't Engineer will allow the designer to select the right product for the intended application. The Designer of Record should indicate the material and methods selected and the purpose and applicablity of the selected materials and methods.
Section 2.2.2.2 – This section states that a detention basin will be constructed by others. Will the design for this project need to accommodate plans for a detention basin?
No. The future work will address any necessary "re-work" at that future time.
