AMENDMENT 0003
The purpose of Amendment 0003 to Solicitation W52P1J21Q3036 is the following:
1. Answer Contractor Questions:
Q1: Section 1.0 Scope of the Purchase Description states that “the welder will be integrated into an existing production line, WP Line 5 at Pine Bluff Arsenal, Pine Bluff Arkansas.” To comply to the term “integrated”, the welder is to receive a 24vdc signal when part is present, initiate the welds sequence, and provide either a complete weld 24vdc output or a reject weld 24vdc output, correct?
A1: Correct, welder must also be able to be bypassed by interacting with the HMI when needed.
Q2: Section 3.0 Technical Requirements of the Purchase Description states that “the welder will be fully integrated into the current production line at existing welder cabinet.” To comply to the term “fully integrated”, the welder is to receive a 24vdc signal when part is present, initiate the weld sequence, and provide either a complete weld 24vdc output or a reject weld 24vdc output, correct?
A2: Correct, see answer to Q1. This was meant to describe the physical integration with the existing system, not the control system only.
Q3: Section 3.0 Technical Requirements of the Purchase Description states that “Canisters shall be automatically loaded and welded assemblies automatically unloaded from the welder cabinet by cycling conveyor.” Unwelded canisters will be loaded on to the pallet via PBA operators, then travel via the cycling conveyor to welding cabinet. The operation, motion, sequencing and presentation of the pallet with unwelded canisters will be the responsibility of PBA (current production line). The welded plugs will be loaded into a hopper/conveyor/bowl/feeder designed and provided by the contractor. Hopper is to be located outside the conveyor loop. It is the responsibility of the contractor to automatically load the canister from the pallet, and plug from the feeder to the welder within the cabinet. Then it is the responsibility of the contractor to automatically return the welded canister to the pallet. The operation, motion, sequencing of the airlock door, and exit of the pallet with welded canister outside of the cabinet will be the responsibility of PBA (current production line). Correct?
A3: Correct. All traffic control will be handled by the current system. Note: the plug hopper does not have to be outside the conveyor loop.
Q4: Section 3.1.2.1 Government furnished utilities states Steam, Air, and Electric is provided. Is plant water available to cool the Hydraulic Power Unit? If yes, please provide temperature and flow rate of the plant water supply.
A4: Yes, plant water is available. Ambient plant water will range from approx. 55 to 75 deg F depending on the time of year. Plant water pressure is approximately 45 psi.
Q5: Section 3.2.2 Technical Requirements of the Purchase Description states in a previous production line, parameters were optimized at 4200 rpm and 800 psi. The inertia welder shall have variable rpm and pressure rates. Is there any requirement to add or adjust inertia?
A5: Not necessarily, as long as the welder can be adjusted so that the weld can withstand the push off test.
Contractor is responsible to design the welder so that it produces a weld that meets the given parameters.
W52P1J21Q3036
Q6: Section 4.1 Quality Assurance Provisions, General states that the inertia weld shall not fail when subjected to a push off force of 17,000lbs. Will PBA conduct the push off force test as part of the machine runoff, or will the contractor be responsible for conducting the evaluation?
A6: PBA will conduct the test during runoff/acceptance at PBA. Contractor is responsible for testing during construction at the contractor’s facility. As per Exhibit A – Contract Data Requirements List (CDRL): Data item 002, the contractor will submit their push off test results to PBA.
Q7: Page 3, Section SF1449 Executive Summary, item #4 delivery schedule of the Solicitation states that Delivery of welder is to be 365 Days ADC. Present for Equipment Installation 386 Days ADC.
Inspect of Equipment 400 Days ADC. Will access to Line #5 be limited to the 14 day period between Installation and Inspect? Will access to Line #5 and or the facility be available after delivery before installation?
A7: No, access to the line will not be limited to 14 days. The line will be made available to the fullest extent allowed by the production schedule. The production schedule is variable and will be communicated to the contractor as the date of installation approaches.
Q8: Due to the corrosive environment within the welding chamber, are the specific components or corrosion resistant specifications to adhere to?
A8: All steel components need to be 316 stainless steel where possible. Carbon steel components will corrode at a much faster rate.
Q9: Will modifications to the current fire suppression piping above the cabinet be allowed?
A9: Yes, modifications to the fire suppression system is allowed as long as the area is still covered sufficiently. Modifications will be inspected and approved by PBA.
Q10: What is the estimated annual volume of welded canisters?
A10: 15,000 to 30,000 per year.
2. To clarify the Installation Option. As stated in the Solicitation, quoting CLIN 1001 - Installation of Inertia Welder is not required, and will not be evaluated at time of award. Therefore, if a contractor does quote CLIN 1001, it will not be included in their Total Evalualted Price.
3. All other terms and conditions remain unchanged.
