AMENDMENT 0001

1. Amendment 0001 to Solicitation W52P1J21Q3005 is to answer the following questions.

Q1: In reviewing this solicitation, there is some confusion on which parts are being requested for each CLIN and what the minimum orders would be. Can you confirm that the following matrix is correct?

Part Min Max Drawing CLINs Felt Spacer 20,000 250,000 8885154 0001, 0002 Front Spacer 5,500 100,000 8885155 0003, 0004

A1: The U.S. Government notes the typos in the Executive Description and CLIN Descriptions, and have made the corrections.

CLIN 0001 is for Preproduction Samples, Felt Spacers CLIN 0002 is for Felt Spacers CLIN 0003 is for Preproduction Samples, Front Spacers CLIN 0004 is for Front Spacers

The quantities stated are correct for the production quantities, as shown below:

CLIN Item Contract Minimum Contract Maximum 0002 Felt Spacer 20,000 each 250,000 each

0004 Front Spacer 5,500 each 100,000 each

Q2: NOTE 5 indicates that the “dimensions apply for tool control only”. Are we correct in interpreting this to mean that the tooling needs to conform to these dimensions/tolerances and it is understood that the finished part may have slightly greater variance given the nature of the felt material?

A2: The U.S. Government requests the felt to meet the drawing tolerances. The best practice to do so is by maintaining tool control, not using dull cutting or shaping tools. By determining what those dimensions are and controlling the tooling accordingly will produce good felts.

2. All other terms and conditions remain unchanged.

The proposed Pre-Production Sample (PPS) total prices and Production Contract Line Item Number (CLIN) unit prices will be used by the U.S. Government to calculate the total evaluated price for the ordering periods. The Offeror shall provide proposed prices as follows:

a. Offerors shall provide a completed Price Matrix, Attachment 0001, in Microsoft Excel. The proposed unit prices shall be the prices used by the U.S. Government to calculate the Total Evaluated Price and for issuance of future delivery orders. Offerors must propose unit prices for all quantity ranges for each ordering period for the Felt Spacer and Front Spacer as identified in the Pricing Matrix. Offerors must also propose a PPS and Production CLINs for all ordering periods for the Felt Spacer and Front Spacer. Failure to do so may result in the offer being rejected.

ii. The Offeror shall enter its full name and Cage Code in the space provided.

Failure to do so may result in rejection of the offer.

iv. Proposed unit prices are limited to two decimals.

v. Offerors shall not make any changes or add any other information to the Price Matrix.

vi. All proposed prices shall be stated in current U.S. dollars

The U.S. Government reserves the right to require the submission of any data necessary to validate the reasonableness of an offer, including certified cost or pricing data in accordance with FAR 15.403.

12. Evaluation for Award:

The U.S. Government will evaluate offers based on the Total Evaluated Price from the Price Evaluation Sheet, and any other price related factors required by the solicitation. The Total Evaluated Price is the sum of the evaluated PPS Price and the total evaluated unit price for all CLINs.

a. The evaluated PPS price (CLINs 0001 & 0003) is the sum of the proposed PPS price for each of the five ordering periods. PPS price will be priced separately and will be added as applicable.

b. The evaluated Production quantity weighted evaluation price (CLINs 0002 & 0004) is the sum of the weighted ordering period prices for each of the five ordering periods.

i. The Weighted Evaluation Unit Price for each ordering period is calculated by multiplying the proposed unit prices for each quantity range by their respective weight (%) and maximum quantity for each range, and then summing their totals.

The weight associated with each range represents the likelihood that an order, if placed, would be placed within that range.

If an Offeror fails to propose unit prices for the PPS, all Production quantity ranges and ordering periods for all CLINs, the U.S. Government may reject that offer as unacceptable.

Per FAR 13.106-2(b)(1), one or more of the evaluation procedures in FAR 14 or 15 may be used. The Total Evaluated Price will be evaluated utilizing the proposal analysis techniques IAW FAR 15.404-1. Price Analysis shall be used to determine price reasonableness. Additional analysis techniques may be used as determined necessary by the contracting officer. These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.

As part of the evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with FAR 15.404-1(g), i.e., Unbalanced Pricing, a proposal may be rejected if the contracting officer determines the lack of balance poses an unacceptable risk to the U.S. Government.

13. This Executive Summary is provided for administrative assistance only and is not intended to alter the terms and conditions of the contract in any manner. Provisions of this solicitation and technical data shall prevail over this executive summary.
