UiPath products have existing Authority to Operate (ATO) accreditations across DoD networks and have been successfully used by multiple DoD agencies since 2017. Market research determined no other vendors can provide the full scope of required RPA capabilities. 1. Contracting Activity: U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Chief Data and Artificial Intelligence Office (CDAO) requests a Firm Fixed Price call order under Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase A reement BPA N66001-21-A-0026 with Fedresults, Inc. 3. Description of Supplies/Services: Robotic Process Automation (RPA) is defined as software to automate tasks within business and IT processes via software scripts that emulate human interaction with the application user interface. RPA enables a manual task to be recorded or programmed into a software script, which users can develop by programming, or by using the RPA platform's low-code and no-code graphical user interfaces. This script can then be deployed and executed into different runtimes. The runtime executable of the deployed script is referred to as a bot, or robot.

The capabilities for any RPA software must include:

a. Screen scraping, with at least five of the following UI connectors: Selenium IDE, Microsoft Active Accessibility (MSAA), Microsoft UI Automation, Java Application Connector, SAP WinGUI, Windows GUI or mainframe emulators.

b. Ability to record a task and convert it into a script that can be deployed.

Support for both attended and unattended automation.

c. Ability to orchestrate and administer users, scripts, and the runtime, including configuration, monitoring and security, in the cloud, on premise, and in Citrix or Remote Desktop protocol based machines.

d. Support for multiple bot runtimes, such as a desktop, an on-premises server, public or private cloud, and virtual machines.

e. Support for script development with standard programming languages or vendor specific, low-code representations (including graphical user interfaces for citizen development).

f. Ability to integrate with and support the use of LINUX applications.

g. Support for FEDRAMP compliant protocols.

Federal Acquisition Regulation (FAR) 8.405-6(a)(1 )(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Reason for Authority Cited:

For only one capable source under FAR 8.405-6(a)(1 )(i)(B):

As stated above, th is is being awarded directly to the one reseller of UiPath under the mandatory DoD ESI, and that is Fedresults, Inc.

The CDAO tenants and the DoD has a requirement to purchase RPA capabilities to address a critical shortfall of records management procedures and processes with in the CDAO offices. In addition to DoD using UiPath since 2017, CDAO offices have engaged in developing and collaborating on an RPA proof of concepts that began in June 2022.

UiPath's Core software products allows CDAO tenants, based on their projected number of users, a suite of automation tools that fill every need of an agency's robotic process automation needs. The Core software include desktop software, cloud software, data analytics, unattended automations, document understanding and premium product support.

The desktop software, Studio and StudioX, are low code-no code applications that allow individuals, regardless of technical background, to quickly develop personalized automations to assist in day-to-day functions of their job.

UiPath's Orchestrator provides the DoD with the capability to provision and manage user licenses and share automations across the enterprise.

UiPath's Insights enables the DoD to track, measure, and manage the performance of the entire management program.

UiPath's Document Understanding enables UiPath robots to digitize, classify, and extract information from forms, documents, and unstructured text using a combination of OCR, template, and machine learning approaches.

UiPath Process Mining takes the digital footprints left behind in the enterprise systems and appl ications, to show how business processes should run.

UiPath Task Mining uses a data-driven approach to gain deeper understanding of tasks employees perform on their desktops to identify process improvement areas and automation candidates.

Premium plus support provides the DoD with a dedicated team of Technical Account Managers and Customer Success Managers.

UiPath products have existing ATO accreditations across both classified and unclassified DoD networks.

UiPath is a commercial of the shelf (COTS) product, that was selected by multiple DoD agencies and has been successfully in use since 2017.

Additional market research was conducted with regard to available sources of RPA software products. UiPath software products and services are only available for purchase through UiPath's authorized distributors and not directly from the software publisher. UiPath's business model is to designate distributors as exclusive distributors of the complete software and services catalog.

7. Actions to Increase Competition:

To date, no new software has been identified that will be able to provide all the capabilities required as described above. UiPath has been successful ly meeting these capabilities for the DoD since 2017, the Advana effort since 2020, and CDAO since

The CDAO and the DoD is continually engaged in researching the software and software support service markets to identify capabilities for use in the development of enterprise level asset management contracts and ESL Agreements. Additionally, as part of their ongoing market research, the CDAO continuously conducts market surveys, attends various conferences and forums (including the various Information Management/Information Technology Symposiums), and meets with industry and Government agencies.
