SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

AMENDMENT 0001 NARRATIVE

The purpose of this amendment is the following:

1. To answer the following contractor questions:

Q1. Attachment 0002 – Appendix A – Specifications, specification 072200, 1.3 – 1.5.1: The only reference to what product is required is ASTM E84. Should the coverboard be a gypsum based product (densdeck prime or securerock) or any manufacturer approved coverboard required to meet the warranty?

A1. Any manufacturer coverboard that meets the warranty is approved if it meets the flame spread index of 75 or less as tested in accordance with ASTM E84.

Q2. Attachment 0002 – Appendix A – Specifications, specification 072200, 2.1.1: The ASTM C1289 is consistent with both polyisocyanurate facers supplied by the manufacturer. Which polyisocyanurate board is required – standard facer Type II, Class 1 or enhanced facer Type II, Class 2?

A2: The Contractor shall provide the manufacturer’s approved polyisocyanurate board to meet the contract warranty requirements.

Q3: What R-value/thickness is required?

A3: This project does not require increasing the overall R-value/thickness of insulation over the entire roof.

Insulation was specified because there will be areas requiring insulation infill to match the existing roofing system height, once items indicated on plans are removed. There is also an allotment for wet, damaged, or unserviceable areas of existing insulation. The areas requiring infill or repair, will be part of the new roof system and covered by the warranty.

Q4: Attachment 0002 – Appendix A – Specifications, specification 075323, 1.8 is calling for a minimum 30 year warranty but 075323, 1.8.1 is calling for 25 year warranty with 90mph peak gust coverage and 1.5” hail coverage.

Which takes precedence? A 30 year warranty will require a full tear off to deck and it appears you want to re-use the existing insulation.

A4: The language on page 77 in Attachment 0002 – Appendix A – Specifications, Section 07 53 23 part 1.8 requiring the 30 year warranty has be struck through. The Contractor shall provide the 25 year warranty as detailed therein.

Q5: Based on sheet A-909 photo 52 Attachment 0003 – Appendix B - Plans dated 21 February 2020 there is 1.25” of existing polyisocyanurate or R7 plus ½” woodfiber or R1.3 for a total existing R-value of R8.3. What is the desired finished R-value of the new construction?

A5: This project does not require increasing the overall R-value/thickness of insulation over the entire roof.

Insulation was specified because there will be areas requiring insulation infill to match the existing roofing system height, once items indicated on plans are removed. These infill areas and the new roofing covering them must be part of the roof system and the warranty.

Q6: Attachment 0003 – Appendix B - Plans dated 21 February 2020 Sheet G-005, General demolition and new work note #13 indicates the existing coping cap is to be removed, re-installed, primed and painted. Is there a reason you don’t want new coping? Often removed / reinstalled sheet metal can be dented or damaged during the removal/storage/re-install process. Plus, painted copings are a maintenance item. Is there a specific color that you want it painted that can’t be achieved in a kynar finished product? Please advise if removing and replacing is an option?

A6: There is no requirement per the solicitiation and attachmented documents. Please see the revised note in Attachment 0003 – Appendix B - Plans dated 21 February 2020.

Q7: Will a sky-track and manlift be allowed on site to stage material on and off the roof as well as work on perimeter edges?

A7: See Sheet Notes 4 & 5 on G-003 in Attachment 0003 – Appendix B - Plans dated 21 February 2020. The Contractor may use lifting equipment, but this needs to be coordinated the same as crane usage because there are numerous overhead and egress door.

Q8: Is there any lightning protection on the roof?

A8: There is no lightning protection on the roof.

Q9: Specification and drawings call out to remove and re-install coping cap. If damaged, will contractor have to replace to match? Should contractor include in their proposal an approximate linear footage of coping cap replacement?

A9: See General Demolition and New work note 13 on G-005 in Attachment 0003 – Appendix B - Plans dated 21 February 2020. The following allotment for replacing coping has been added:

Base bid: the contractor shall allot 25 linear feet of coping replacement for damaged or unserviceable materials.

Replacement materials shall match existing.

For each awarded bid option: the contractor shall allot an additional 25 linear feet of coping replacement for damaged or unserviceable materials. Replacement materials shall match existing.

Q10: Will contractor and employees be granted interior access, such as roof hatch, to get on roof? Or will contractor need a stair tower on the exterior?

A10: Yes, the Contractor and employees will be granted interior access to gain roof access and perform any other work necessary to comply with contract requirements.

Q11: What is the desired R-Value of Insulation for this project?

A11: Previously answered question. See the answer to Question 3.

Q12: Page 77 of Attachment 0002 – Appendix A – Specifications, reference specification 1.8 and 1.8.1. Can you clarify is this will be a 25 year or 30 NDL warranty?

A12: Previously answered question. See the answer to Question 4.

Q13: Does this roof have a Type B metal deck all throughout?

A13: Yes.

Q14: Will contractor have to acquire any special permits?

A14: If the contractor does any Hot Work such as cutting that produces sparks or has an open flame of any kind, then a permit will be required by the Installation Fire Department. The permit is free and can be easily obtained on the day the Hot Work will be performed by coordinating with the COR. The government does not know of any other "special" permits that will be required by this contract.

Q15: Just to clarify, the roof drains will only receive an inspection for proper functionality?

A15: Please read and review the requirements for roof drains in Attachment 0003 – Appendix B - Plans dated 21 February 2020 on sheet G-005 Demolition and Repair of Roof Drains. The contractor shall inspect all roof drains on the base bid and any awarded bid option. The contractor shall bring the worst roof drains to the attention of the COR. The Contractor shall replace 2 roof drains on the base bid as selected by the COR. The Contractor shall replace 2 roof drains as selected by the COR for each bid option awarded.

Q16: Just to clarify, a trash chute will be allowed on the side of building, if needed?

A16: Yes, sheet note 2 on G-003 in Attachment 0003 – Appendix B - Plans dated 21 February 2020 indicates a chute can be utilized. Chute location shall be coordinated through the COR.

Q17: Will all pipe supports be required to have a support pad under them?

A17: Yes, please see General Demolition and New Work Note 11 on G-005 in Attachment 0003 – Appendix B - Plans dated 21 February 2020.

Q18: Key note 10 in Plans state to install a new OSHA compliant ladder at indicated locations. Are there any guidelines or requirements to meet, such as dimensions or colors, besides meeting the OSHA compliance?

A18: Ladders need to be permanently affixed to the existing structure and constructed of hot dipped galvanized steel. Painting the ladder a color is not required. OSHA has specific required minimums for the load capacity, dimensions, and features of fixed ladders that can be found here: https://www.osha.gov/laws-regs/regulations/standardnumber/1926/1926.1053

Q19: Will this project require a coverboard? One manufacturer states a coverboard is needed in order to meet the 25 year NDL and 90MPH wind rider warranty requirements.

A19: The project doesn’t specifically call for a coverboard. However, some EPDM manufacturers may require a coverboard with a specific fastener placement to meet the contract warranty requirements.

Q20: Page 36 in the Solicitation states various types of required insurance. Can you clarify if ALL types will be required or necessary from contractor? Aircraft Public and Passenger and Vessel Collision Liability will likely not apply on this project.

A20: Per the information in the section titled, “REQUIRED INSURANCE” at a minimum the contractor must provide insurance for Worker’s Compensation, Employer’s Liability, General Liability, and Automobile Liability.

The amounts required must be in accordance with (IAW) the amounts listed in this section and must comply with the schedule.

Please see cluases 52.228-1, 52.228-5 and 52.228-7 as well as page 36 of the solicitation.

Q21. Will Crickets and Saddles be necessary on this project? There is no mention of this in the plans or specifications.

A21: Crickets not specifically required by the contract, but could be required as part of the manufacturer’s warranty of the roof system. The contractor should check with the roofing manufacturer as to what is specifically required to meet the contract warranty requirements.

There are many existing saddles that slope to drain. The contractor doesn’t need to install new saddles.

Q22. Will an extension on this project be considered? The turn-around time from original site visit date, amount of RFI’s, manufacturer concerns, and different trades working within the project will play a major role in order for contractor to submit a more accurate bid.

A22: The solicitation is not extended.

Q23: Can the proposal be emailed?

A23: Yes, the proposal can be emailed. The solicitation mentions bonds are required. Since bonds are required, the bonds must be sealed and delivered either by mail or in-person prior to solicitation closing. Please note, the bonds need to be received by the Government (contracting) prior to solicitation close.

Q24: Are you in need of mobile office or storage container pricing as part of your bid?

A24: The Government does not specifically request in the contract a requirement for a mobile office or storage container. The requirement to include a mobile office or storage container as part of the overall bid package is solely the decision of the contractor.

Q25: What is the R-Value specified on the new EPDM Roof?

A25: Previously answered question. See answer to Question #3.

Q26: What color of EPDM is specified?

A26: The color of the new EPDM roofing material shall be black.

Q27: Is there a preferred Mechanical Company that normally performs maintenance on site?

A27: The Government does not have a preferred company for on-site maintenance.

Q28. Can another site visit or an individual review of the site be offered?

A28: The Government does not offer multiple site visits or schedule individual visits to the site. The official site is the only opportunity provided by the Government to view/visit the site.

Q29: Will all personnel working on this project be required to be US Citizens? Or will legal foreign nationals be allowed to work here?

A29: General information and instructions on visitor access to the Rock Island Arsenal can be found at https://home.army.mil/ria/index.php/my-fort/all-services/gate-information. Specific requests will need to be directed to the visitors center and potentially the security office.
