ITES-3H Contract Overview
• Seventeen (17) Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts (7 small businesses, 10 large)
• Period of Performance: 25 APR 2016 to 21 FEB 2021
• Open to Army, DOD, and Federal Agencies
• Program Maximum: $5 Billion across all contracts for life of contracts (including all options)
• Decentralized Ordering
• IT e-mart Request for Quote (RFQ) Tool
• Contracting Officers have the option to negotiate the proposed delivery order pricing
• Ability for Small Business set asides
• No CHESS fee
• No protests allowed on orders under $25M for DoD and Civilian Agencies
• Is the Army’s mandatory source for IT hardware per AFARS 5139.101-90(a)(1)
ITES-3H Contract Scope
• IT hardware solutions of commercial off-the-shelf RISC/EPIC servers, Windows based servers, workstations, thin clients, desktop and notebooks (as part of a total solution), storage systems, networking equipment, network printers to include MFDs, cables, connectors, cabinets, video teleconferencing equipment (VTC), power supplies and related ancillaries.
• Software is available as part of an enterprise solution.
• Related Fixed Prices Services include: system configuration and integration, physical site analysis, installation and relocation, high availability configuration and legacy equipment warranty/maintenance.
• Includes desktops and notebooks for the fielding of a complete system or part of total solution and leasing of equipment is available.
• Includes Technology Refresh and New Technology Provisions

– The Office of Management and Budget (OMB), released
Category Management policy M-19-13 in March 2019.
Making Smarter Use of Common Contract Solutions and Practices
– Category Management is intended to improve the Federal government’s buying power by reducing the number of contracts for purchasing standards COTS IT items, improve visibility of prices paid for like items across the Federal government, and allow better centralized management of commodities.
Strategic Guidance - Takeaways
• Future contracts should:
– Be designed from inception with Category Management /
Best in Class in mind:
• Agencies must consider Best in Class or otherwise approved for use such as mandatory/preferred source
• Open for government-wide ordering
• Provide reporting that allows price comparison across Federal government contracts
– Incorporate strategic conversations with industry representatives to understand industry trends and cost drivers
– Continue to maximize opportunities for small businesses

Scope
The ITES-4H contract is intended to be a total solutions based contract vehicle and include items that are for the fielding of a complete system or as part of a total design solution for all equipment items provided on the contract.
Items such as personal computers and notebooks are for the total solution, as opposed to a personal computer or notebook replacement vehicle. However, commodity products not available on the ADMC contract vehicle can be procured through ITES-4H
ITES-4H Overview
• Proposal Requirements:
– Vendor must propose on all catalogs
– Vendors can propose utilizing Contractor Team Arrangements IAW FAR
9.6
• Pricing: Estimated $10B ceiling
• Contract Performance:
– Vendors performance will be monitored on items such as bid rate, responsiveness, report deliverables and delivery time
• Will be the Army’s mandatory source for IT hardware per AFARS 5139.101- 90(a)(1), just as ITES-3H is currently
– Note: Some orders are expected to be large and complex. Delivery of items is expected to be on-time.
• Data is a key element for the Government and therefore it is imperative that deliverables, such as monthly reports, be accurate and submitted on time.
Evaluation Criteria
• The evaluation criteria is subject to change
• Factors to be evaluated include:
– Technical
• Assess Offeror’s Management Approach to advantageously support Best In Class contract offering
– Cost/Price
– Past Performance
– Small Business
Post Award Items
• During the 60 day phase in period the contractor shall:
– Develop an ordering guide and website
– Finalize subcontracting/teaming
– Secure the required personnel
– Coordinate security clearances (if applicable. CHESS does not sponsor)
– Provide a complete list of contractor’s program management team
– Set up CHESS account and start monitoring/replying to
RFQs/RAs
