*** End of Narrative A0000 ***
1. The US Army Contracting Command-Rock Island (ACC-RI) is seeking businesses willing to enter into a Blanket Purchase Agreement (BPA) to support 831st Transportation Battalion (831st TRAN BN) requirement for hotel accommodations / lodging services in the Sultanate of
Oman at the following locations: Muscat, Duqm, and Salalah. Though the Government prefers Offerors quote lodging in all three locations all responses to this Request for Quotes (RFQ) the Government will accept all submitted RFQs. Acceptance does not guarantee award of a
BPA.
2. The Government is issuing W52P1J-20-Q-0002 on a Full-and-Open basis. The Government anticipates awarding multiple BPAs though it reserves the right to award only one BPA, or none at all. The Government reserves the right to add additional BPA holders, if needed, and to remove BPA holders who fail to provide a quote on at least fifty (50) percent of issued RFQs for the period of performance. The
Government will award BPA(s) on a Fixed Price basis as detailed below. Award(s) will include a base period of twelve (12) months and four 12 month Option Periods.
3. The services to be procured under these BPAs are daily, weekly and/or monthly lodging accommodations and shall be in accordance with
Attachment 0001, Performance Work Statement (PWS), and dated 13 November 2019. There is no minimum guarantee with award of a BPA.
4. The 831st TRAN BN has provided Attachment 0003, Oman BPA Hotel list to indicate those hotels that have been initially screened by third party security organization to ensure they meet the minimum conditions for usage of Government personnel. Offerors may submit hotels for consideration that are not on this list, but they must also be screened by third party before they may be utilized.
5. Offeror's shall submit lodging rates in the pricing matrix enclosed as Attachment 0002 and a list of proposed hotels by location. The lodging rates shall represent the maximum rate for that room type at that location for the entire year and for all proposed hotels. The pricing matrix includes individual tabs for the base period, and Option Periods 1 through Option Period 4. Unit pricing, by the day, week and month shall be entered for all line items shown for locations Offeror wishes to submit RFQs for competition. Failure to submit a fully completed pricing matrix for locations selected may render the offeror non-responsive and ineligible for award. Quoted rates will be evaluated by the Government for price reasonableness and all proposed hotels submitted to ACC-RI must meet requirements listed in the PWS and will be verified by personnel of the 831st TRANS BN.
6. Requirements for lodging accommodations will be competed amongst the BPA holders. BPA holders may either confirm the original proposed rates contained in Attachment 0002, Oman Price Matrix, or propose a lower rate for the specific requirement requested. BPA holders may not propose higher rates than those listed on their submitted Price Matrixes for each location. Award of a call order will be based on capability to perform the requirement, price, and performance history of previous call orders. In the event of an emergency, call orders may be solely awarded based on the capability to perform the requirement, and not necessarily the lowest priced BPA holder. Funding will be obligated against call orders placed against a BPA.
7. All Offerors must be registered in the System for Award Management (SAM) and have a Contractor and Government Entity (CAGE) code in order to be eligible for an award with the US Government. Application to these sites are found under the following link: www.sam.gov .
8. The 831st TRAN BN utilizes the Transportation Financial Management System (TFMS) for payment of call orders. This system is exempt from utilizing the Wide Area Workflow System for payments as noted in DFARS 252.232-7003, Electronic Submission of Payment Requests and
Receiving Reports specifically section 252.232-7003(d)(2). BPA holders shall submit hard copy invoices and DD250s to the Contracting
Office, or as directed, by the Contracting Office for payment.
9. All interested parties shall submit a completed quotation, to include the pricing matrix, to Michael Good at
Michael.v.good.civ@mail.mil by 12:00pm (U.S. Central Time) on March 06, 2020. Completed quotation includes completing all fill-ins in applicable clauses. Questions may be submitted to above point of contract until February 28, 2020.
