Questions and Answers
The following questions have been submitted in response to solicitation W52P1J- 19-R-0092.
Q1. We were wondering how many PPQs Respondents you need as there is only room for 1 Respondent?
- The instructions indicate the Offeror must complete IIA and IIB. IIA shows it is for the Respondent to complete. We assume the Respondent is our reference and if that is the case, is this the person who completes IIC - General Information AND IID
- Contract Performance? If yes, would they be submitted separately or with our Proposal?
- Once completed, who should return to you as instructed in IV? Should it be the Respondent who returns to you or do we send it along with our Proposal and other documents to you?
A1. Per Section L.4.2.2 – Contract References of the solicitation, “The Offeror shall submit no more than three contract references.” A separate PPQ shall be submitted for each contract reference.
Yes, the Offeror must complete IIA and IIB. Section IIA shall be completed by the Offeror, however, this information shall be for the “RESPONDENT IDENTIFICATION / POC”. The respondent is the person that will be completing the PPQ. The respondent will complete sections IIC and IID.
The respondents to the PPQ will submit their responses directly to the U.S. Government as indicated in Section IV of the PPQ. However, the Offeror must also include a copy of the PPQ’s that were sent for completion with sections IIA and IIB completed as part of its proposal.
Q2. Is document EXHIBIT A – CDRLS - MK4-3 Signal Cartridge for our FYI purposes only? We are not quite clear on that form.
A2. Yes, the Exhibit A – CDRLs are provided as part of the solicitation to indicate to potential Offerors the requirements of the resulting contract and what testing/documentation is required throughout the life of any resulting contract.
Q3. On the Price Matrix Excel Sheet, please define the First Article Test - Ordering Period 1, 2, 3, 4, 5? We are not clear what those fields are meant to represent or be entered there.
A3. The solicitation states that a ‘First Article Test (FAT) is required to be performed by the contractor, as described in Section E, E0006 - First Article Test (Contractor Testing) and clause 52.209-3, First Article Approval - Contractor Testing (ALT 1)’. The Offeror shall provide a FAT price for each ordering period, should a FAT be required for each ordering period.
Q4. In order to reduce the contract cost and save money for the US Government, could we ask what percentages of MK4 Cartridges will be shipped to each location for the subject program? For example, if a Delivery Order is issued for 25K units, would these be required to be shipped to all four (4) different locations? If bidders understand the shipping percentages needed at each location, then the bidders can reduce their costs on their bids.
A4. Unfortunately, this information is not known at this time and therefore cannot be provided. Quantities and delivery locations will be provided prior to future orders being placed. The contractor will be able to adjust its price downward once the final destination is known.
Q5. For ATTACHMENT 0008 – Security SOW, this may not apply as the ammunition will be coming from another country that falls under Approved countries and will be sent to one of the Ports in the United States. At that point, no storage will be used, other than the storage it will be subjected to from the point of shipment to the point of location as we will be sending to the location requested by you/your agency.
Further, are you looking for us to move from the port to your location of choice or will your agency be responsible from the point of the port? I did notice the Price Matrix states Cost with/without Transportation. Transportation from what point is that referring to?
A5. Please note – this procurement is restricted to the U.S., its outlying areas, or Canada, which means the competition is limited to items manufactured in the U.S., its outlying areas, or Canada only.
As indicated in the solicitation, Prices are for FOB Destination to Letterkenny Munitions Center, Chambersburg, PA; Crane Army Ammunition Activity, Crane, IN; Tooele Army Depot, Tooele, UT; and McAlester Army Ammunition Plant, McAlester, OK., with the exception of Foreign Military Sales, which will be FOB Origin. The unit prices that the Offeror proposes in the Price Matrix for FOB Origin will not include any transportation costs; under the ‘MK4-3 Signal Cartridge Transportation’ area, the Offeror will provide the transportation cost to the above FOB Destination locations. It is up to the Offeror to decide how to calculate that cost. Under FOB Destination, the Offeror is responsible for the transportation to the identified depot in the resulting contract, in other words, the
U.S. Government is not responsible for any part of the transportation for FOB Destination orders.
For FOB Origin orders, the U.S. Government is responsible for transportation from the contractor’s facility to the final destination. In this case if the Offeror is proposing to use a foreign source (reminder that the items are to be manufactured in the U.S., its outlying areas, or Canada only that meet the solicitation requirements), the Offeror would be responsible for getting the assets to its facility within the U.S., its outlying areas, or Canada and the U.S. Government will pick up from there, in which case the Security SOW would apply.
Q6. The QAP says the FAT sample will be 100 cartridges plus 3 sets of all components.
Does that mean: 1) 100 pieces of all components that go into the cartridge (per dwg.
398800)? Plus the layout data for 3 more sets of all components (meaning 400 pieces in all) or 2) a full inspection of 100 finished cartridges plus a full layout of three (3) of the cartridges components?
A6. This means 100 finished cartridges plus a full layout of three (3) of the cartridges components.
Q7. If the pallet is to be preservative treated, the following two (2) drawings at the appropriate revision level will have to be added to the ADL per MIL-DTL-15011:
13060578 – Preservative, Wood 13064136 – Wood Packing Material, Preservative Treated
A7. Neither drawing 13060578 nor drawing 13064136 are referenced in MIL-DTL- 15011 K. MIL-DTL-15011 K contains the necessary information to construct and treat the required wood pallet.
Q8. Reference Solicitation W52P1J-19-R-0092, page 7 - C0001 – Drawings/Specification, paragraph (b), lists the date of the ADL as 14 June 2020. The ADL document provided shows the date as 04 June 2020. Please clarify.
A8. This is a typo in the solicitation and the controlled document U19A09K7HI_SECTC_REV_B'. The date of the ADL is 4 June 2020. This has been corrected in C0001 –Drawings/Specification.
Q9. Reference Solicitation W52P1J-19-R-0092, page 10 - D0001 – Packaging Requirements, paragraphs (a), (c), & (d), references drawing 923AS504, revision AC dated 1 March 2019. The date on the drawing provided is 2019/4/1. Please clarify.
A9. Drawing 923AS504, Revision AC, dated 1 April 2019, is the latest and the correct version. This date has been corrected in D001 – Packaging Requirements.
Q10. Reference Solicitation W52P1J-19-R-0092, E0005 – Measurement System Evaluation, page 18 - Paragraph (o)(8)(i) calls for MIL-STD-2073. As per ASSIST it is superseded by MIL-STD-2073-1. Should the solicitation reflect the 2073-1 standard?
A10. Yes, the correct reference should be MIL-STD-2073-1. Clause E0005 – Measurement System Evaluation, paragraph (o)(8)(i), has been corrected to reflect MIL-
STD-2073-1.
Q11. Reference Solicitation W52P1J-19-R-0092, Section L, page 75 & 76, Paragraph L.2.1.c references Section I, Clause 252.211-7005. However, Section I, Contract Clauses does not list this clause.
A11. Please disregard clause 252.211-7005 in L.2.1.c of the RFP. This is no longer a valid DFARS clause.
Q12. Drawing 398800 defines a Decal with all the required information on it, including variable information (e.g., ammunition lot number and month/year of manufacture). Note 11 seems to imply that the variable information may be applied in a different manner or at a different time than the remainder of the information but there does not appear to be anything that defines the method or material to be used to do so. Is it permissible to apply the variable information on the Decal after it is received from the Decal supplier?
If so, can you clarify what provision in the TDP permits that?
A12. See Note 9 in drawing 389900, MIL-STD-130 - referenced specifications A-A-208 defines the requirements of the ink. It does not specify a manufacturer or part number and is left open to select an ink that meets the requirements in the spec. Note 11 permits applying the information after the decal is received.
Q13. Drawing 923AS504, Rev. AC, Sheet 1 of 2, Classification of Characteristics states there are 4 Majors. Majors M101 (listed twice), M102, and M104 are identified on the drawing. However, we have not been able to locate M103. Please clarify where it can be found.
A13. One of the M101’s should be M103. Note 17 will be updated to M103. This will be corrected via an ECP after contract award.
Q14. Drawing 1317AS101, Rev. N, Classification of Characteristics states there is 1 Critical and 2 Majors. Majors M101 and M103 are identified, however, we are not able to locate the Critical Characteristic. Please clarify where it can be found
A14. Please disregard the reference of 1 Critical. There are no criticals on this part.
This will be corrected via an ECP after contract award.
Q15. Drawing 553487, Rev. R, Classification of Characteristics states there are 2 Majors. Major 102 is identified. We have not been able to locate the other Major Characteristic. Please clarify where it can be found.
A15. M101 no longer applies. The only Major is M102.
Q16. Reference Solicitation W52P1J-19-R-0092, Section J, List of attachments; (a) EXHIBIT A CDRLS MK4-3 Signal Cartridge; (b) ATTACHMENT 0002 Instructions for Form DD1423
Question: Reference (a) cited above does not have Blocks 17 and 18 to fill out as per the requirements of referenced document (b) identified above.
A16. Since Exhibit A – CDRLS – MK4-3 Signal Cartridge does not include Block 17 and Block 18 to complete, please disregard those Blocks.
Q17. Drawing 1371AS109 Note 5.C requires the use of 2 waxes produced by Shell.
The Shell website does not show that as a product they produce and an internet search has not identified a reliable source. The suggested source of supply has indicated that he procures the referenced parenthetical generic waxes from a different supplier. Is the USG aware of a commercial source for the required Shell waxes? If not, is the use of waxes bought to the referenced generic names acceptable?
A17. If the wad meets the requirement for the wax material to be 2 parts by weight of 80% N-Paraffin and 1 part by weight of general purpose microcrystalline petroleum wax, then it should work. After contract award, an ECP will be issued to this drawing that will remove the wax manufacturer from the note to just what is in the parentheses and clarify that 80%-100% N-Paraffin blend is acceptable.
Q18. Reference QAP 923AS307 Rev E, Section I.A.1 and Drawing 1371AS109 - The QAP specifies "Subcontractors producing critical and/or major characteristics shall have a quality system compliant to ISO 9001-2015 or AS9100C..." Note 4 on the drawing is identified as a major, but it appears to apply more to the LAP facility than the Wad producer. Is the Wad producer required to have an ISO or AS compliant QMS?
A18. M101 (Note 4) of Drawing 1371AS109 does not appear specific to something the WAD producer would perform. In that case, the Major does not apply at the WAD producer. Still, whoever does perform per M101 (Note 4) shall be ISO9001 or AS9100 compliant in accordance with the QAP. If that is the LAP facility, they need to be ISO9001 or AS9100 compliant.
Q19. Can the Government please clarify which of the below requirements is to be exercised for POP Testing?
Solicitation Section D0001-Packaging Requirements, paragraph (e) Performance Oriented Packaging (POP), sub-paragraph (1) states “Prior to shipment, the manufacturer shall make sure the container has been tested by a government approved Performance Oriented Packaging (POP) Test laboratory for compliance with POP requirements in accordance with Title 49 Code of Federal Regulation.”
Drawing 923AS504-AC in note #14 states “The contractor shall submit five (5) random production sample boxes at the start of production to:
Director, Naval PHST Center NSWC IHEODTD, DET. Picatinny BLDG 458 Whittemore Ave.
Picatinny Arsenal, NJ 07806-5000
Performance Oriented Packaging test shall be performed by PHST Center in accordance with 49-CFR 178,601.”
A19. The sample boxes for POP testing shall be submitted to the Naval PHST Center at Picatinny Arsenal, as referenced in drawing 923AS504-AC. Section D0001 - Packaging Requirements will be updated to be IAW the requirement of drawing
923AS504-AC
Q20. Drawing 923AS504, Note 14 requires that 5 boxes be provided to the USG for POP testing. Solicitation W52P1J-19-R-0092, page 10, paragraph D0001(e), Performance Oriented Packaging, requires the contractor to use a government approved POP test laboratory and to provide a report as required by the CDRL.
Does submitting the boxes to the USG satisfy the requirements of D0001(e)?
Which CDRL is the report to be submitted under and will the USG test facility supply that report to the contractor?
How long after submitting the boxes will approval be provided?
A20. See below answers to the questions regarding the POP testing:
Yes, the sample boxes for POP testing shall be submitted to the Naval PHST Center at Picatinny Arsenal, as referenced in drawing 923AS504-AC; thus, submitting the boxes to the USG for testing will satisfy the requirement.
Since the USG will be performing the POP testing, the contractor is not responsible for submitting a report to the USG for review. The report will come directly from the PHST Center.
The final report can vary, but an expedited POP authorization can be provided within approximately 2 weeks.
Q21. Drawing 398800, Note 9 says "If marking, Find No. 11, is used, proceed to Note 10 for color coding." Note 10 describes the requirements if the enamel is used. Does C2 only apply if the enamel (and not the decal) is used?
A21. The C2 only applies to View B-B for the pyrotechnic identifier. However, there is still a major associated with the decal in note 11.
Q22. We still have a question concerning the treatment of the pallet and the inclusion of drawings 13060578 and 13064136.
In the response we received it was stated “Neither drawing 13060578 nor drawing 13064136 are referenced in MIL-DTL-15011 K. MIL-DTL-15011 K contains the necessary information to construct and treat the required wood pallet.”
The ADL923AS307-2L calls for MIL-DTL-15011 Kw/Am. 1 and the changes of Amendment 1 specifically call out drawings 13060578 and 13064136 for preservative treatments allowed.
Can you approach the team again to consider this question and the addition of drawings 13060578 and 13064136 to the ADL?
A22. Yes, you are correct. MIL-STD-15011K with Amendment 1, does reference drawings 13060578 and 13064136. These drawings will be added to the attachments in betaSam. Please request access through betaSam as they are controlled drawings.
