a) The Offeror is required to fill in all pink shaded boxes.

Any significant inconsistency in the unit prices should be explained in the proposal. For example, if the use of new and innovative techniques has an impact on the proposed unit price, the offeror shall explain the impact on price. If an offeror made a management decision to absorb a portion of the program costs that have not been included in the proposed pricing, that decision should be stated and quantified in the proposal. Award will be made to the offeror with the lowest Total Evaluated Price.
Price analysis will be used to determine price reasonableness. The Contracting Officer may use additional analysis techniques as determined necessary. These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.
